Job Purpose
The Local Content Manager will lead and govern the Local Content strategy across large-scale government and semi-government mega projects executed under Joint Venture (JV) structures.
This role ensures full compliance with LCGPA regulations while aligning localization performance across JV partners, international contractors, and supply chain ecosystems.
The position requires strong strategic control, cross-entity coordination, and deep understanding of localization frameworks within complex mega project environments.
Key Responsibilities
JV Governance & Alignment

Lead Local Content implementation across JV structures, ensuring alignment between local and international partners.

Coordinate localization targets, reporting standards, and compliance mechanisms across all JV entities.

Ensure clear allocation of Local Content responsibilities within JV agreements.

Support executive leadership in structuring JV localization models during tender stage.
Compliance & Regulatory Management

Ensure full compliance with LCGPA regulations and project-specific localization requirements.

Lead preparation, consolidation, and submission of Local Content performance reports across JV partners.

Act as the primary focal point with external auditors and certification bodies.

Monitor performance KPIs and initiate corrective action plans when needed.
Strategic Localization Development

Develop long-term localization roadmaps within mega projects.

Identify opportunities for supplier development, manufacturing localization, and knowledge transfer.

Drive Saudi workforce participation strategies aligned with project targets.
Procurement & Commercial Integration

Work closely with Procurement and Commercial teams to ensure mandatory local materials and services are properly identified and tracked.

Support contract structuring to embed measurable Local Content commitments within subcontracts.

Evaluate BOQs and cost structures to optimize Local Content scoring during tender submissions.
Stakeholder & Government Relations

Engage with government entities and client representatives on Local Content performance.

Represent the JV in localization-related meetings, audits, and strategic reviews.

Conduct awareness workshops for project teams and JV partners.
Qualifications & Experience

Bachelor’s degree in Engineering, Business, Supply Chain, or related field.

10+ years of experience in Local Content / IKTVA within large construction or infrastructure projects.

Proven experience working within JV structures on mega or giga projects.

Strong knowledge of LCGPA, IKTVA, Etimad, and government tendering frameworks.

Experience managing auditor relationships and certification processes.

Strong commercial acumen and contract understanding.
