Job Purpose:
To support the development, implementation, and management of the organization’s Local Content strategy, ensuring alignment with the company’s strategic objectives, PIF mandates (Musahama), and national Local Content Government Procurement Authority (LCGPA) requirements. This role focuses on supporting departments implementing their Local Content initiatives, monitoring performance, and ensuring compliance with Local Content policy and standards. In addition to working with stakeholders in Al Madinah region such as the Economic Development Cener under Al Madinah Governor and the Local Content Office under Madinah Development Authority (MDA).
Responsibilities:

Implement and track the local content strategy across the company.

Develop external partnerships and monitor LC regulations and best practices.

Align the LC operating manual with corporate objectives and benchmark performance against peers.

Update and manage LC initiatives annually, aligned with corporate strategy and Board KPIs.

Lead cross-functional execution of LC projects, providing guidance and corrective actions.

Develop LC strategy, KPIs, and targets; participate in procurement evaluations and mandatory product lists.

Facilitate successful implementation of LC initiatives company wide.

Oversee LC reporting and compliance, using standardized LCGPA and PIF templates.

Lead data collection, consolidation, and progress reporting to
EPMO
,
CSO
, and SMO.

Establish LC Committee for oversight and synchronize decision-making.

Ensure data privacy while liaising with LC Champions across functions.

Identify, assess, and integrate LC risks into company-wide risk management.

Maintain full compliance with regulations and LC policy.
-
Set minimum LC thresholds and coordinate with internal/external stakeholders, including government entities.

Promote transparency in LC reporting and contribute to regional LC forums.

Conduct workshops and training to strengthen LC knowledge internally and across the supply chain.

PIF MUSAHAMA Program
and LCGPA updates.

Collaborate with Learning & Development to cascade LC awareness company wide.

Lead LC reporting rhythm: monthly updates, quarterly reports, and annual disclosures.

Ensure data integrity, standardization, and verification through internal and third-party checks.

Develop guidelines for mandatory product lists and exceptions.

Identify and pursue relevant LC certifications and awards to enhance credibility.
-
Prepare documentation and manage ongoing compliance to improve performance.

Set objectives, manage performance, develop, and motivate LC team members.

Coordinate team activities to ensure efficiency and alignment with business plans.

Support financial planning, monitor budgets, and track performance against targets.

Follow and maintain compliance with functional policies, processes, SOPs, and reporting standards.

Prepare accurate, timely deliverables to meet corporate and functional requirements.
Qualification & Experience

Bachelor’s degree in engineering, Sustainability, or related field.

Minimum 7+ years of relevant experience in local content, strategy, or project management.
