Position: LOTO Officer (Lockout / Tagout) – Solar / PV Project

Job Summary
We are hiring an experienced LOTO Officer to support our Solar / PV construction project in KSA. The role is responsible for implementing and monitoring the Lockout / Tagout (LOTO) system to ensure all hazardous energy sources are properly isolated before inspection, maintenance, testing, or repair works are carried out on-site.
Key Responsibilities
- Implement and manage the Lockout / Tagout (LOTO) program on-site in accordance with project safety procedures.
- Identify hazardous energy sources including electrical, mechanical, hydraulic, pneumatic, and stored energy systems.
- Ensure proper isolation, lockout, tagging, verification, and release procedures are followed before work begins.
- Coordinate with operations, maintenance, electrical, and construction teams for safe equipment isolation.
- Verify Zero Energy State (ZES) before authorizing work on equipment or systems.
- Maintain LOTO registers, isolation records, permits, and related documentation.
- Conduct site inspections and audits to ensure compliance with LOTO procedures.
- Investigate LOTO violations, unsafe acts, or procedural gaps, and implement corrective actions.
- Deliver LOTO awareness training / toolbox talks to site personnel and subcontractors.
- Ensure compliance with KSA HSE regulations, client requirements, and international safety standards.
Requirements
- Minimum 3 years of experience as a LOTO Officer / Electrical Safety Officer / HSE Officer in Solar / PV, power, or industrial construction projects.
- Strong understanding of energy isolation procedures, electrical safety, and hazardous energy control.
- Familiarity with switchgear, transformers, inverters, substations, MCCs, and electrical distribution systems is preferred.
- Knowledge of PTW systems and how LOTO integrates with permit-controlled work.
- Relevant certifications such as NEBOSH, IOSH, OSHA LOTO, or equivalent are preferred.
- Good communication, coordination, and documentation skills.
Preferred
- Previous experience in utility-scale Solar / PV projects.
- GCC / Saudi Arabia project experience is an advantage.
- Basic understanding of HV / MV / LV electrical systems is preferred.
