The ideal candidate for the Agency Performance Analyst (Management Analyst 5) role is a strategic thinker and data-driven problem solver with a deep understanding of performance management frameworks and public sector operations.
They bring expertise in designing and interpreting Key Performance Indicators (KPIs) and are passionate about using data to tell compelling stories that drive organizational improvement. With a strong grasp of balanced scorecard methodology—including dimensions such as Employee Belonging, Equity & Well-being, Customers & Stakeholders, Project Delivery, and Organizational Health—they are committed to measuring the health of complex systems holistically and meaningfully.
This candidate thrives in collaborative environments and is adept at building relationships across diverse teams and stakeholder groups. They are comfortable working alongside executive leadership, program managers, data analysts, and external partners such as OFM, DOL, and Results WA. Their ability to align Objectives and Key Results (OKRs) with agency-wide KPIs ensures that strategic goals are not only well-defined but also actionable and measurable. They are a persuasive communicator who can translate technical insights into executive-level presentations and dynamic dashboards that inform high-impact decisions.
Beyond technical proficiency, the ideal candidate is a mentor and thought leader who fosters consistency and excellence in performance analysis across the agency. They are skilled at navigating complex policy and budgetary landscapes, offering recommendations that are both innovative and grounded in evidence.
Serve as the subject matter expert for executive leadership, program leaders, and operational leaders, offering expert advice and consultation. This includes:

Lead, consult, design, and implement KPIs for Agency Performance Management, ensuring alignment with the Strategic Plan

Serve as the subject matter expert on ESD’s Strategic Plan performance metrics, facilitating discussions with internal stakeholders on measurement capabilities, best practices, and community standards

Provide analysis and engage the agency in measuring the Strategic Plan’s performance by coaching internal partners on leading and lagging metrics, and offering expert input on how, where, and when to measure outcomes
Design, develop, implement, and maintain data collection and visualization for ESDs Strategic Plan’s Balanced Scorecard to include Unemployment Insurance and Workforce Metrics. This includes:

Recommend complex reporting solutions to monitor agency-wide performance, creating intricate visual performance measures for executive, divisional, program, and operational leadership

Apply data management and governance techniques to establish standardized reporting tools and capabilities.

Collect qualitative and quantitative data through complex-data systems to design, develop, implement, and maintain ESD’s Balanced Scorecard
Design, develop, implement, and maintain data management and data governance documentation for Agency Performance Measures and Results WA. This includes:

Create, manage, and maintain metadata and report documentation for strategic measures and the balanced scorecard

Develop, create, manage, maintain a central storage system for documentation regarding agency performance metrics

Manage and maintain report documentation and metadata for Result WA measures

- Bachelor’s degree in market research, a related social science field (marketing, economics, statistics, advertising, psychology etc.) or related IT field (Human-computer interaction, user experience, etc. OR 4 years of related experience.
AND the following experience:

PivotTables, charts/graphs, linking workbooks, exporting and importing data, analyzing data, and troubleshooting formula errors

Demonstrates advanced degree of skill with SAS (or equivalent software) and/or structured query language (SQL or equivalent) with at least four (4) years of experience to include the use of complex joins, using multiple data sources, and developing stored procedures, tables, and views

Demonstrates intermediate degree of skill with at least two (2) years of experience with Power BI and/or Tableau or similar visualization tools
-
Ability to explain complex or technical information using plain language, ask clarifying questions, and clearly and concisely emphasize key points

Intermediate proficiency in all other Microsoft Office Suite platforms: Word, PowerPoint, etc
