Management Support Specialist - General Services Director's Office

The Management Support Specialist (MSS) serves as a key strategic and operational partner to the General Services leadership team, ensuring the effectiveness, credibility, and continuity of the Director’s office. In this executive support role, the MSS collaborates closely with the Director to advance high‑priority initiatives that strengthen the Department’s core functions.

This position leads and coordinates strategic actions, resolves complex administrative challenges, and exercises independent judgment in carrying out a wide range of professional and administrative responsibilities.

An innovative and disciplined leader, the Management Support Specialist plays a vital role in supporting WSSC Water’s mission and strategic priorities through focused execution and proactive operational stewardship. This role regularly handles high sensitivity personnel, legal, and governance matters.

Essential Functions
  • Serves as the primary point of contact and liaison for the Director and Deputy Director of General Services, managing priorities, schedules, and communications with internal and external stakeholders


  • Coordinates briefings, agendas, and follow-up actions for Department, Commission and Senior Leadership Team meetings

  • Draft and edit correspondence, presentations, and reports that reflect the Director’s strategic intent and organizational voice

  • Tracks enterprise initiatives, key performance indicators (KPIs), and strategic objectives in alignment with the Commission and Department’s strategic plan

  • Coordinates confidential projects and special initiatives

  • Conducts research and prepares analysis to inform executive decision-making

  • Assists with crisis management and emergency response coordination when executive engagement is required

  • Facilitates communication and workflow between the Director of General Services Office and the Department Division Managers to ensure timely action on business priorities

  • Coordinates activities supporting enterprise governance, including Commission meeting preparation, resolution tracking, and post-meeting documentation

  • Manages follow-up and tasking processes from senior leadership, department, and division meetings, ensuring accountability across business units

  • Prepares executive briefings, governance reports, strategic dashboards

  • Manages communications, commitments, executive correspondence, and event coordination

  • Gather and analyze data on staffing, operations, and administrative systems; prepare reports

  • Review management methods to improve workflow, efficiency simplify reporting, and reduce costs

  • Regularly handles high-sensitivity personnel, legal, and governance matters

  • Assess operating practices (recordkeeping, forms, office layout, performance standards) and recommend improvements

  • Coordinate and compile operating reports (attendance, hires, terminations, transfers, performance data)

  • Prepare and present reports with findings and recommendations

  • Handle public inquiries and complaints; route to appropriate officials and ensure follow-up

  • Represent supervisor at meetings when needed

  • Review and summarize reports and memoranda; make recommendations

  • Manage schedules for multiple managers and arrange external meetings

  • Superior writing, editing, and oral communication skills for executive correspondence, reports, and presentations. Including the ability to write clear concise reports, memoranda, directives and letters

  • Ability to develop comprehensive plans from general supervision and with only general direction

  • Ability to plan, assign and supervise the work of others

  • Ability to meet the public and discuss problems and complaints tactfully, courteously and effectively

  • Ability to interact, establish and maintain effective working relationships with senior executives, internal and external stakeholders

  • Demonstrated initiative and judgment in prioritizing competing demands in a fast-paced environment

Minimum Education, Experience Requirements
  • Bachelor’s degree
  • 3 years of responsible professional or supervisory experience in the field of public administration or business management
OR
  • High school diploma
  • 7 years of responsible professional or supervisory experience in the field of public administration or business management
