Strategic Responsibilities:

  • Provides input in the preparation of the annual budget for the department, tracks expenditure and ensures adherence to the budget.
  • Review, prepare and update all related function processes, policies and procedures.

Core Responsibilities:

  • Coordinates with external agencies (consultants, suppliers, fit-out contractors, interior designers … etc.) to ensure that design plans submitted by the business partners adhere to the fit- out/engineering guidelines of the Dubai Healthcare City and relevant authority standards.
  • Liaises with business partners to communicate mandatory requirements and provides recommendations/advice on any identified risk associated with the operational activities and ensures operational support in initiating requisite changes/actions for getting approvals to commence operations
  • Review drawings and other documents submitted by business partners and their representatives to assess compliance with DHCA guidelines and relevant authority standards.
  • Reviews and manages the approvals and issuance of Permits and NOCs related to design review of projects and signage.
  • Administers the renewal of expired Fit-Out Permits.
  • Processes contractor registration applications.
  • Manages the issuance of invoices for design reviews, permit issuance, permit renewal, contractors’ registration, drawing requests and signage display fees.
  • Coordinates with Dubai Health Authority to conduct the final inspection of completed fit-out works and issuance of completion certificate as per approved design, and other regulatory authority guidelines for the healthcare entities within DHCC.
  • Manages the internal fit-out and renovation / retrofit projects of DHCA as assigned by the department heads. This includes coordination with other departments, technical reviews, site visits & meetings, inspections etc. from project inception till completion.
  • Ensures that client operations and business plans adhere to all local regulations to support them in obtaining all necessary licenses prior to commencement.
  • Liaises with external stakeholders and establishes key working relationships with government and regulatory authorities (Dubai Civil Defense, Police, Ambulance Services, Dubai Municipality and Fire Department) to keep up-to-date with regulatory requirements.
  • Keeps abreast with latest market developments, industry insights and best practices in the field of facilities management, engineering and HSE within the region and incorporates changes into DHCA’s internal guidelines as required.
  • Prepares management reports summarizing the ongoing progress and highlighting status of main topics.

Qualifications:

Bachelor’s Degree in Architecture or Interior Design.
