The Illinois Student Assistance Commission (ISAC) is seeking a Project Manager. Reporting to the Chief Information Officer, this role will oversee the operations of the Project Management Office. The primary focus of this position is to manage the Project Management Office (PMO) processes and procedures while managing Agency Projects.
Duties and Responsibilities Include:
- Plan, develop, direct and coordinate operations and program activities to establish Agency policies, processes, procedures, and communications used to facilitate the administration of a Project Management Office to meet the Agency's long and short-term goals following the guidelines of Project Management Institute (PMI) and as a Project Management Professional (PMP). Ability to speak publicly to communicate above.
- Advise Agency Executives about the project portfolio, status and resource planning for delivering projects and strategic business initiatives'
- Responsible for Project Management for Agency projects
- Knowledge of organization perspective to work across Agency business units/divisions.
- Creation and support of standards, processes and procedures necessary to produce the deliverables from the team and to work effectively.
- Establish and nurturing positive relationships with project team and business areas.
- Demonstrate the ability to adapt to and lead, change, and coach others in the acceptance and support of change.
- Coach the team to initiate and present the right questions to gain insight into the project issues and needed resolutions.
- Provide ongoing reconciliation between long-term goals and short- term actions.
- Present information on projects to peers, teams and management.
- Identify, secure, and coordinate implementation of internal and external resources and expertise as appropriate to achieve project objectives.
- Develop/demonstrate/communicate project management standards and best practices. Exercise independent judgment as Liaison between the project team and area of responsibility. Provide leadership, direction and coaching on project specific tasks as well as individual professional development. Ability to see, account for, and coach others in the "big picture" as well as the details and to be able to tie initiatives to Agency goals.
- Write and translate technical documents (Entrance Criteria, Project Plan, and Project Schedule). Ensure appropriate resources are allocated and facilitate project team to ensure that projects are completed within committed time, scope and budget.
- Responsible for risk management, performance management, change management and communication management as well as maintaining a budget for all projects in the portfolio.
- Take ownership and delivery responsibility for special projects and company initiatives.
- Responsible for managing the relationships and directing the coordination of information technology between ISAC and ISAC' s Business Partners.Exercise independent judgment and other duties as assigned.
Minimum Acceptable Qualifications:
- Any one or any combination totaling 5 years (60 months) from the following categories:
- College coursework which includes Information Technology (IT), IT Management, Programming, IT Systems, or a closely related discipline, as measured by the following conversion table or its proportional equivalent:
- 30 semester hours equals one (1) year (12 months)
- Associate’s degree (60 semester hours) equals eighteen months (18 months)
- 90 semester hours equals two (2) years (24 months)
- Bachelor’s Degree (120 semester hours) equals three (3) years (36 months)
- Work experience in IT-related functions such as hardware/software support, programming, network design, network engineering, IT systems integration, or closely related field, which includes supervisory or lead worker capacity.
- Minimum 5 years of experience independently managing IT oriented projects.
- Current Project Management Professional (PMP) certification from the Project Management Institute.
Preferred Qualifications:
- Bachelor’s degree in management, Project Management, Information Technology (IT), IT Management, IT Systems, or closely related disciplines.
- Knowledge of risk management, performance management, change management and communication management as well as ability to maintain a budget for all projects in the portfolio.
- Knowledge of Federal Rules and Regulations and state laws pertaining to programs administered by Agency.

Salary Range: $110,500 - $120,000
