Job Description
2. Role Purpose
The Manager – Procurement (Europe) will lead procurement activities for European business units, focusing on end-to-end RFP management, strategic sourcing, and vendor relationship management.
This role requires deep expertise in RFP processes, supplier negotiations, and contract management, ensuring compliance with European procurement standards and XBP’s global policies.
The individual will act as a strategic partner to European business stakeholders, supporting initiatives that enhance operational excellence and deliver cost savings.

3. Key Responsibilities
A. RFP Management (Core Responsibility)
  • Lead end-to-end RFP processes for European procurement projects, from requirements gathering to award finalization.
  • Draft RFP documents, including Scope of Work (SOW), Service Level Agreements (SLAs), evaluation criteria, and pricing templates.
  • Manage stakeholder alignment to define specifications and evaluation frameworks.
  • Coordinate with cross-functional teams including Legal, Finance, and IT to ensure compliance and risk mitigation.
  • Develop bid evaluation models and conduct supplier scoring, ensuring transparency and fairness.
  • Drive competitive sourcing strategies to achieve best value outcomes.

B. Strategic Sourcing & Category Management
  • Develop and execute sourcing strategies for key European spend categories such as:
o IT hardware & software
o Telecom & network services
o Facilities & real estate services
o Professional & managed services
o Corporate indirect procurement (travel, marketing, etc.)
  • Conduct spend analysis to identify cost optimization opportunities and supplier consolidation initiatives.
  • Build long-term category plans aligned with business objectives.

C. Vendor Governance
  • Identify, qualify, and onboard strategic suppliers in Europe.
  • Negotiate Master Service Agreements (MSAs), contracts, and SLAs to secure favorable commercial and operational terms.
  • Establish vendor performance scorecards and track supplier performance against KPIs.
  • Address vendor escalations and implement corrective action plans when required.

D. Operational Excellence
  • Oversee the PO-to-invoice process ensuring compliance with internal controls and audit requirements.
  • Maintain accurate procurement data in ERP and sourcing platforms.
  • Champion digital procurement automation tools for process standardization.
  • Provide regular reports and dashboards to global leadership on procurement metrics.

4. Required Qualifications

Requirements
Education
Bachelor's degree in Supply Chain, Procurement, or Business Administration. MBA preferred.
Experience
8–10 years of progressive procurement experience, with minimum 5 years managing RFPs and strategic sourcing for European markets.
Domain Knowledge
Strong understanding of European procurement regulations, GDPR, VAT, and local compliance standards.
Tools Expertise
Hands-on experience with ERP systems (SAP/Oracle/MS Dynamics) and e-sourcing/RFP tools (Ariba, Coupa, Jaggaer).
Certifications
CIPS, CPSM, or equivalent highly preferred.
Language Skills
Fluent English required; knowledge of French or German is an advantage.
