Responsibilities:
The Trauma Program Manager (TPM) is responsible for the organization of services and systems necessary for a multidisciplinary approach to providing care to injured patients. This includes assumption of the day-to-day responsibility for process and performance improvement activities as they relate to nursing and ancillary personnel and assists the Trauma Program Medical Director (TMD) in carrying out the same functions for physicians. The TPM with collaboration from the TMD will assist in the development, implementation and evaluation of the trauma program. The TPM will participate in case reviews conduct education and administer prevention programs, monitor outcomes and issues that focus on performance improvement. The TPM will manage the trauma support personnel and financial aspects of the program as well as act as the liaison to administration and other staff. The TPM will supervise collection and submission of date for the Statewide Trauma Registry and the National Trauma Data Bank (NTDB). The Trauma Program Manager reports to the TMD and is responsible to the Chief Nursing Officer and VP of Clinical Support Services.
  • Develop and maintain program structure and operational procedures to meet program demands. Coordinates subspecialty systems and processes in hospitals, clinics and testing sites while facilitating universal standards of care.
  • Develops and monitors operational procedures and performance standards which ensure safe, effective and efficient daily operations.
  • Provides direction to ensure appropriate resource availability.
  • Develops strategies and implements objectives to ensure efficient and effective program performance that correlates with the institutional annual operating plan.
  • Monitors and reports program(s) performance related to established objectives.
  • Develops a staffing structure that supports program objectives.
  • Develops a staff schedule to meet program needs.
  • Provides direction to ensure appropriate distribution of staffing resources.
  • Directs staff selection through the interview process.
  • Participates in retention-related activities.
  • Assesses, develops and implements plan for staff orientation, development and education.
  • Supervises, assesses performance, and provides feedback and direction to program staff members.
  • Ensures compliance with procedures, policies, and regulatory requirements. Develops and implements program policies.
  • Ensures compliance with all regulatory agency requirements.
  • Ensures compliance with program and institutional policies and protocols.
  • Proactively identifies safety-related issues, addresses identified issues and institutes procedures which minimize risks to patients and staff.
  • Reports and acts to correct compliance and risk related issues.
  • Develops policy within the program, assesses effectiveness of established policies.
  • Effectively manages financial resources in support of program and institutional objectives.
  • Develops and implements annual operational and capital budgets, monitors and reports budgetary variances and emergency capital needs.
  • Reallocates and prioritizes resources.
  • Develops and implements expense control and efficiency mechanisms.
  • Establishes and maintains communication patterns which facilitate effective operations and patient safety.
  • Schedules and directs staff meetings on a regular basis.
  • Attends and participates in provider meetings as requested
  • Routinely communicates with Subspecialty and referring providers to assess needs and provide feedback.
  • Participates in multidisciplinary committees, work groups and teams to facilitate efficient and effective operations and affect safe patient care.
  • Communicates with the Program Chiefs and direct operational reporting structure regarding operational objectives, planning, daily operations and regulatory requirements.
  • Ensures effective documentation systems are established in the provision of patient care.
  • Establishes and maintains effective performance improvement processes within the program(s).
  • Identifies areas for performance improvement, plans, acts and evaluates effectiveness of improvement measures.
  • Tracks and reports performance improvement activities as appropriate and/or required by institutional guidelines
  • Plans and implements nursing intervention with the nursing staff for the trauma victims throughout their course of hospitalization.
  • Responds to “Trauma Calls” during TPM work hours when available as monitored by the TMD.
  • Assists in the development of nursing standards of care for trauma in collaboration with others.
  • Provides appropriate feedback to attending, house staff, nursing and ancillary staff on a monthly basis as monitored by the medical director of the trauma program.
  • Assists Case Management in the identification of post-hospital discharge needs and care resources and measured by the Case Management Staff input to the Director on a quarterly basis.
  • Works with Bassett Network Emergency departments on processes and documentation as measured by medical record audits on a yearly basis.
  • Reviews actual documentation on trauma patients for accuracy and completeness as evidenced by chart reviews.
  • Provides administrative direction for the trauma center by tracking internal documents, attendance on committees and being the liaison with state and local EMS groups.
  • Provides status reports for the trauma program as deemed necessary by the Trauma Medical Director.
  • Develops policy, procedures, standards of care, pathways and/or protocols, for approval by TMD and PIPS committee and monitors needs for revisions per hospital policy.
  • Participates on the Trauma Systems QI Committee, PIPS Committee and Trauma Conference 100% of the time.
  • Represents the Trauma Program at the Department of Emergency Preparedness Committee and the Emergency and Trauma Services Network Advisory Committee: attends 90% of meetings per year.
  • Participates in the New York State Trauma Advisory Committee and the Regional Trauma Advisory Committee.
  • Participates as a member of the following organizations: New York State American Trauma Society, Northeast Regional Trauma Advisory Committee, and the Otsego County EMS Advisory Council at least yearly.
  • Develops and implements a quality management program for trauma services
  • Maintains/updates the Trauma Performance Improvement Plan and publishes annual report.
  • Maintains oversight of the Trauma Registry and its submission to the National Trauma Data Bank, New York State and Regional Trauma Advisory Committee.
  • Uses quality data to identify trends and shares findings to other Bassett Staff and participates in research proposals as appropriate, on an annual basis.
  • Coordinates education of Bassett Medical Center Staff, Trauma System Members, and injury prevention programs for the community
  • Plans and schedules ATLS course at least once per year.
  • Plans Trauma Nursing Core Course (TNCC) and (ENPC) once per year.
  • Directs Trauma Education within Bassett System as needed.
  • Provides leadership in local prevention programs to include the Safe Kids of Otsego County Coalition.
  • Directs the Second Saturday program for EMS providers.
  • Performs similar or related duties as requested or directed
Qualifications:
Education:
  • 4 Year / Bachelor's Degree in Nursing, required
  • Master's Degree preferred

Physical requirements:
