UTHealth Houston's Psychiatry and Behavioral Sciences is looking for a Program Manager for our the Child Psychiatry Network (CPAN). This role functions in a leadership capacity. The Program Manager plans and manages program activities, coordinates meetings, analyzes dashboard data, prepares reports, and oversees communications such as newsletters and social media. The role will ensure adequate staffing coverage, conduct site visits, and maintain smooth operations across locations. Strong organizational and problem-solving skills are essential, along with the ability to develop actionable solutions. The position is based just south of the Texas Medical Center.

Position Summary:
Develops, plans and manages all activities of a school/unit program(s) or project(s). Functions in a Leadership capacity in the program.
Position Key Accountabilities:
1. Oversees all aspects of the program/project activities. Sets deadlines, assigns responsibilities, and monitors project progress. Provides direction and guidance to department personnel.
2. Stays abreast of new and updated protocols and policies and develops, implements, and manages internal policies and procedures.
3. Manages compliance and ensures the department follows internal and external rules, regulations and standards. Oversees inspections and/or reviews and ensures the appropriate personnel have the proper credentials and licensing needed.
4. Manages/maintains annual budget, negotiates service contracts, reports on progress and/or authorizes expenditures.
5. Provides guidance to upper management and keeps them informed of key activities and makes periodic progress reports.
6. Manages partnerships with internal departments regarding strategy and collaborative opportunities.
7. Prepares progress reports and grant proposals to both private foundations and governmental agencies. May work closely with Office of Sponsored Projects on the submission of grants.
8. Interacts with representatives from state, federal, and private agencies regarding proposals and funded projects.
9. Working in conjunction with Public Affairs, may create and edit various communications materials for the department/program, which may include printed materials, web site content and/or department newsletters.
10. Communicates with community and professionals to share objectives and outcomes. Prepares/makes oral presentations at professional meetings.
11. Manages Human Resources activities for direct report in regards to: recruiting and selection, hiring and terminating, training and development, performance evaluations, and salary planning.
12. Other duties as assigned.
Certification/Skills:
Minimum Education:
Bachelor’s degree or relevant work experience in lieu of education.
Minimum Experience:
Seven (7) years of applicable experience.
Physical Requirements:
Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
Security Sensitive:
This position is a security-sensitive position pursuant to Texas Education Code §51.215 and Texas Government Code §411.094. To the extent that a position requires the holder to research, work on, or have access to critical infrastructure as defined in Texas Business and Commerce Code §117.001(2), the ability to maintain the security or integrity of the infrastructure is a minimum qualification to be hired for and to continue to be employed in that position. Personnel in such positions, and similarly situated state contractors, will be routinely reviewed to determine whether things such as criminal history or continuous connections to the government or political apparatus of a foreign adversary might prevent the applicant, employee, or contractor from being able to maintain the security or integrity of the infrastructure. A foreign adversary is a nation listed in 15 C.F.R. §791.4.Residency Requirement:
Employees must permanently reside and work in the State of Texas.
