Overview

Chemonics seeks a short-term Market and HR Analyst who will be responsible for market monitoring, advising on bid preparation and submission requirements, focusing on high-quality, compliant, and competitive proposals delivered through official Saudi procurement channels like Etimad. Additionally, the analyst will manage HR operations and compliance with local labor laws through various government HR platforms. The analyst will ensure meticulous adherence to the Saudi Government Tenders requirements and HR regulations, leveraging their expertise in public procurement and human resources to support the firm's growth in the Kingdom.

The position will be based in Riyadh, Saudi Arabia (hybrid).

Responsibilities

Tender Identification and Analysis:

  • Proactively monitor official Saudi government procurement portals, primarily the Etimad platform, for relevant tender opportunities.
  • Conduct thorough analysis of Request for Proposal (RFP), Request for Quotation (RFQ), and other tender documents to understand scope, requirements, evaluation criteria, and submission deadlines.
  • Identify all mandatory compliance requirements, including technical, financial, legal, and administrative stipulations specific to Saudi government tenders.

Bid Preparation and Compilation:

  • Advise on the end-to-end bid preparation process, ensuring all components are addressed comprehensively.
  • Collaborate with internal subject matter experts (technical, project management, legal, finance) and external partners (if any) to gather and synthesize required information and documentation for bid submissions.
  • Contribute to drafting, editing, and formatting bid responses in both Arabic and English where required, ensuring clarity and conciseness.
  • Ensure all bid documentation aligns with the specific requirements of the Saudi Government Tenders and Procurement Law and its implementing regulations.

HR Operations and Compliance Management:

  • Manage all government websites related to HR systems including HRSD (Human Resources and Social Development), GOSI (General Organization for Social Insurance), Qiwa, Mudad, and Muqeem platforms.
  • Oversee HR operations, ensuring compliance with company policies and local labor laws.
  • Monitor and maintain employee records, work permits, and visa requirements through the appropriate government portals.
  • Ensure timely submission of required reports and documentation to relevant government HR authorities.
  • Stay updated on changes in Saudi labor laws and HR regulations to maintain ongoing compliance.
Qualifications
  • Proven experience (minimum 5 years) as a Procurement Specialist, Bid Manager, or similar role, with a strong focus on preparing and submitting bids to Saudi Arabian government entities.
  • Experience in HR operations and familiarity with Saudi government HR platforms (HRSD, GOSI, Qiwa, Mudad, Muqeem) is highly preferred.
  • Prior experience with strategic advisory consulting firms is highly valued.
  • Demonstrable, hands-on experience using the Saudi Etimad platform for bid submission.
  • Knowledge of Saudi labor laws and HR compliance requirements.
  • Excellent attention to detail and ability to manage complex documentation and ensure compliance with specific requirements.
  • Ability to work effectively under pressure and meet tight deadlines.
  • Strong organizational, project management, and coordination skills.
  • Fluency in Arabic (written and spoken) is required.
  • Excellent written and verbal communication skills in English.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Experience working within a consulting firm or on behalf of international companies bidding for Saudi government projects.
  • Successfully submitted bids, compliant with all tender requirements.
  • Comprehensive bid documentation packages (technical and commercial), including Arabic and English versions as required.
  • Regular reports on tender pipeline and bid status.
  • Maintained compliance records across all government HR platforms.
  • Updated employee documentation and regulatory submissions.
