This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This is a supervisory position assisting the Environmental Administrator in the development and supervision of one (1) comprehensive Onsite Sewage Treatment and Disposal System (OSTDS) Program, as authorized by applicable Florida Statutes, rules, regulations and local ordinances. Position exercises independent judgment in the formulation of policies and procedures, which have significant impact in all facets of the OSTDS program. Position is responsible and accountable for the performance of all field staff under their supervision. Position will review all inspection records and supporting documents generated by the staff under their supervision.

Directs and supervises Environmental Specialist II and 111 field staff in the OSTDS program in all aspects of their work performance, including planning workloads, workflows, time management/utilization and work objectives. Responsible for the regulation, permitting and inspecting of six (6) regulated industries within the OSTDS Program: Industrial/ Manufacturing Zoned Facilities (IMZs), Septage Stabilization facilities, Land Application sites, Portable Toilet distributors, Septic Tank Manufacturers, and Aerobic Treatment Units (ATUs)/ Performance Based Treatment Systems (PBTSs). Duties also include training and evaluating employees.
Public Health Competency Domain 7: Financial planning/Management skills
Assists Environmental Administrator in developing internal management policies and procedures relating to the protection and restoration of State resources. Provides technical, scientific and professional guidance in all matters relating to the OSTDS program. Develops and recommends program objectives. Ensures that all Sunshine State One Call requirements are implemented as described in Chapter 556, Florida Statutes.
Performs administrative and/or technical review of permit applications associated with the OSTDS program. Makes recommendations to the Environmental Administrator for approval or denial of permit applications. Coordinates with local, state and federal agencies on specific projects pertaining to these programs. Confers with builders, septic tank contractors, plumbers, engineers and citizens regarding compliance with the Department's rules, regulations and statutes.
Position is responsible for completing all required reports including Daily Activity Reports, HMS, People First Leave and Attendance, Outlook calendars and any other necessary documents.
