NOC Engineer - Building Construction

About the Role:

We are seeking a proactive NOC Engineer to manage and coordinate all No Objection Certificate (NOC) submissions, approvals, and clearances related to building construction projects in Abu Dhabi. The ideal candidate will have solid experience in dealing with local authorities and a strong understanding of utility coordination requirements.

Key Responsibilities:

• Company Registrations and Qualifications:

Ø Process company registrations with relevant authorities, developers, and service providers.

Ø Follow up on qualification procedures to ensure compliance.

• Project Coordination:

Ø Attend kick-off with stakeholders and coordination meetings to address NOC-related site issues.

Ø Review, prepare, and submit NOC applications, ensuring all authority requirements are included to minimize response times and eliminate re-submittals.

Ø Prepare the permitting track sheets for all projects

Ø Follow up with all authorities such as but not limited to ( ADM, AAM , DRM , TAQA , SWS , DU , Etisalat , ADCD , eNOC , IPS , Tadweer, Smarthub , UAE Hub … etc ) .

Ø Authority Coordination: Act as the primary liaison between the company and relevant government and utility authorities to facilitate approvals and resolve any technical or procedural issues.

Ø Submittal Management: Maintain a detailed log of all NOC submittals, tracking progress, approval status, and timelines to ensure no delays to the project schedule.

Ø Technical Document Preparation: Prepare and review all technical drawings, plans, and documents to ensure they meet the specific requirements of each government authority and utility provider

Ø Drawing Amendments: Coordinate with the design and engineering teams to amend drawings and documents based on feedback received from authorities.

Ø Familiarity with all authority requirements for obtaining NOCs.

Ø Issue the building permits, inspections, permits, shop drawings submissions and BCC .

Ø Reporting: Provide regular updates and reports to the Project Manager on the status of all NOC applications and highlight any potential risks or delays.

Desired Candidate Profile :

Ø Education: Bachelor's degree in Civil Engineering or a related engineering discipline.

Ø Experience: Minimum of 2-3 years of experience in the UAE ( Abu Dhabi ) handling NOC processes for infrastructure or civil construction projects .

Ø In-depth knowledge of the regulations, procedures, and requirements of Abu Dhabi-based government and utility authorities

Ø Proven experience in successfully obtaining NOCs from agencies like ADDC, ADSSC, Etisalat, and others.

Skills:

Ø Strong organizational and analytical skills with a high attention to detail.

Ø Excellent communication and negotiation skills.

Ø Proficiency in AutoCAD , Microsoft office and other relevant drafting software.

Ø Ability to work effectively under pressure to meet tight deadlines.

Ø Fluent in spoken and written English; knowledge of Arabic is an advantage.
