NOC/Permit Engineer Job Description​

Position Title:​NOC/Permit Engineer (No Objection Certificate / Permit Engineer)
Location:​​ Madinat Zayed (MZ) Project, Abu Dhabi, UAE
Reports To:​​Project Permitting Director / Construction Manager

Core Objective:​​
Ensure the efficient acquisition of all required government and utility NOCs (No Objection Certificates) and construction permits for the company's project in Abu Dhabi (Zayed City 1440MW Single-Cycle Peaking Power Plant). Guarantee 100% compliance with regulations set by Abu Dhabi Municipality (ADM), Urban Planning Council (UPC), Abu Dhabi Distribution Company (ADDC - Power & Water), Abu Dhabi National Oil Company (ADNOC - Gas), Abu Dhabi Transmission Company (TRANSCO - Grid) (specifically the 400kV Switching Station), Etisalat (Telecom), and other relevant authorities. Mitigate project legal risks and prevent delays.

Key Responsibilities:​​

End-to-End Permit Management:

Ø Lead, coordinate, and manage all aspects of NOC/permit identification, application, and final approval throughout the project life cycle, working within the Project Permitting Team under the Project Manager's leadership.

Ø Proactively identify required NOCs/permits based on project phase and construction schedule. Define and gather corresponding supporting documentation needed for each application.

Ø Thoroughly analyze the overall project schedule and monitor construction progress. Develop and maintain a dynamic permitting plan aligned with project needs to ensure seamless construction activities.

Ø Establish and maintain a real-time project NOC/Permit tracking register, updating progress status regularly and driving the permitting process.

Ø Conduct regular site inspections to verify compliance with issued permit conditions (e.g., validity of permits, completion of required inspections) and identify potential compliance risks.

Ø Review and coordinate the submission of technically compliant design documents (drawings, reports, calculations, letters) from design consultants to the Project Consultant for permit application purposes.

Ø Assist project subcontractors with their permit applications. Prepare bilingual (Arabic/English) application documents as required (e.g., NOC request letters, indemnity letters, coordination letters).

Ø Organize and/or actively participate in internal and external permitting-related meetings (e.g., with designers, consultants, subcontractors). Document and distribute meeting minutes.

Ø Prepare and submit daily logs, plans, and updated permit tracking register information as required.

Authority Liaison & Coordination:​​

Ø Act as a core member of the project's permitting team, serving as the primary point of contact for communication and coordination with Project Consultants, the Project Design Management team, Design Consultants, TRANSCO (specifically for the 400kV Switching Station), EWEC (Emirates Water and Electricity Company), Abu Dhabi Municipality (ADM), and other relevant government bodies.

Ø Coordinate service connection permits with ADDC (Power/Water) and Etisalat/du (Telecom).

Ø Liaise and coordinate for Fire Protection System construction permits and the acquisition of Fire Safety Completion Certificates.

Ø Manage the application and acquisition process for key permits and certificates including the Building Permit, Final Building Permit (Occupation Certificate), and Building Completion Certificate.

Skills & Qualifications:​​

Ø Experience: Minimum 5 years of hands-on NOC/Permit application experience within Abu Dhabi or the UAE. Must have led the end-to-end permitting process for at least 2 major projects (> AED 5million).

Ø Knowledge: In-depth understanding of Abu Dhabi municipal regulations (e.g., Abu Dhabi Building Codes, ADDC Technical Standards, Civil Defence Fire Safety requirements).

Ø Licenses: Valid UAE Driver's License (essential for document submissions).

Ø Languages: Fluent English (mandatory). Arabic proficiency is a strong advantage for government communication.

Ø Systems: Proficient in using local government platforms like MePs, TAMM, ADDC e-Services.

Ø Education: Bachelor's degree in Engineering (Civil, Architectural, MEP preferred). Registration with UAE Society of Engineers (UAQ-SE) is highly desirable.

Ø Others:​Proactive personality, strong sense of responsibility, dedication, ability to strictly adhere to project procedures, and maintain project confidentiality.

Ø Experience in the power station construction industry and specifically with TRANSCO 400kV/220kV switching stations is highly preferred.

Compensation & Benefits:​​

Ø Base Salary: AED 15,000 - 20,000 per month (commensurate with experience and capability)
