Manage all NSW SHEQ related activities and marine standards related to fleet, crew and onshore, and promote safety awareness and working practices to enhance the safety and operational culture of NSW as a world leading towage provider.
Ensure that the SHEQ policies procedures are maintained up to date and aligned with the local and leading international regulations and standards and ensure they are implemented and always adhered to.
- Lead the development of NSW safety management system (HMS) in alignment with latest applicable international and local standards and requirements.
- Stay abreast of new developments within the industry on SHEQ regulations, standards, and best practices, and assess their impact.
- Work closely with NSW different functions and ensure full compliance with SHEQ-related standards and regulations. KPIs and objectives.
- Develop and implement NSW SHEQ related policies and procedures and always ensure stakeholders adherence to these policies and procedures.
- Act as NSW SHEQ ambassador for all matters related to SHEQ with both internal and external stakeholders.
- Manage internal and external audits related to SHEQ (i.e. OVMSA, ISM, ISPS, including OVID inspections conducted by client).
- Support Operations in liaising with Flag registry and local Class authorities for external audit schedules and requirements, including reporting of closure of any identified external audit findings.
- Liaise with country operation team to ensure country specific legislation relating to SHEQ is reviewed and disseminated where necessary.
- Produce monthly and other reports in relation to SHEQ matters for the overall organization, including customer / client reports.
- Develop and manage the implementation of local safety initiatives as part of the company safety cultural development.
- Lead and oversee incident investigations, registration, analysis and reporting, and follow up accidents/incidents reported for closure. Develop preventive/corrective actions to avoid recurrence.
- Conduct regular Risk Assessments on the Operations, identify areas of high risk and potential improvement, and develop and implement measures to improve operational efficiency and safe operational practices and procedures.
- Ensure ship’s husbandry is carried out onboard and the vessels are maintained to the expected NSW Standards at all times.
- Manage all SHEQ related trainings and certifications, and ensure these trainings are attended by the required/assigned personnel, according to the NSW defined Training Matrix, including SHEQ induction for NSW current and new employees.
- Develop regular reports related to SHEQ matters and analysis and present them to management as and when required and maintain and update SHEQ statistics and records.
- Develop and update NSW emergency plan as required.
- Identify and report Quality and Safety related issues, along with proposed solutions.
- Manage the provision and use of PPE in NSW.
- Promulge ‘Safe to speak up’ and ‘Stop work Authority’ culture within the organization.
- Act as the Company’s Representative for SHEQ and to work in close cooperation with NSW Managing Director and Fleet Manager, Client’s SHEQ representatives and shareholders SHEQ Managers.
- Support Crewing department to implement/improve health base initiatives.
- Support all efforts from all angles of NSW and JV Owners to enhance the safety awareness in NSW and concurrently implement initiatives in NSW for the purpose of constant improvements to the safety
- Attend briefings and meetings with Client Representatives as the Company Representative.
- Develop, review, and improve Operational Procedures at the Offshore Operations in coordination with shareholders’ SHEQ representatives
- Be an activate driver of training programs ashore and afloat - including visiting the offshore based personnel in Halul.
- Hold the authority to intervene in any SHEQ matter where danger to life, safety, security, or environment exists.
- Work closely with QatarEnergy as well as any ‘sub-customers’ of QatarEnergy and/or contractors and subcontractors on all HSSEQ areas including Nakilat JV partners.
- Ensure compliance with all security regulations and proactively manage security risks as part of the organization’s SHEQ responsibilities.
- Carry out any other duties as directed by the Managing Director.
Qualifications:
- A bachelor’s degree in Engineering, Marine/nautical sciences or Safety Management.
- Tertiary level education, Marine / Offshore /Shipping background preferred.
- Ocean going background is preferred
- DPA and CSO certification is preferred.
- Recognized incident and root cause analysis investigator qualifications is preferred.
- Formal qualification in NEBOSH, similar equivalent qualifications such as (CMIOSH, MIIRSM or RSP) might be considered.
Qualifications:
- Background/experience with ISO 2015:9001 2015:14001.
- Microsoft tools proficiency (Word/Excel/PowerPoint).
- Must be flexible to travel occasionally.
- Team player able to stay focused under pressure and when in activities involving multiple stake holders.
Experience:
- A minimum of 5 years of relevant experience in HSE in Oil & Gas Industry, of which a minimum of 3 years in a managerial position/level.
- Experience in towage and / or offshore industry.
- Experience in Quality and Safety Management Systems essential.
