Your Specific Responsibilities:

The Operations Analyst I serves as the liaison to the Northwest Rural Area of Opportunity.

• Coordinate with both internal and external partners through workshops, meetings, presentations, etc. related to the Department of Commerce’s programs as well as other technical assistance efforts.
• Provide direct technical assistance to local governments and local businesses on Department of Commerce programs.
• Maintain good working relationships with partnering agencies, local communities as well as economic and community development agencies.
• Prepare reports and analyses as requested by the supervisor for use in decision-making.
• Routinely review external best practices to ensure a high level of program execution. Assist with the integration of the different bureaus within the Division of Community Development and throughout the Department to work towards one common mission.
• Represent FloridaCommerce on committees and appropriate advisory panels as needed.
• Coordinate with communications staff to ensure that the positive work conducted by staff is recognized and disseminated statewide.
• Provides input on policies affecting designated rural areas of the state. Responds to specific needs and requests for assistance and provides referrals or facilitates access to state resources. Serves as the primary contact person for issues regarding the economic capacity of the Northwest Rural Area of Opportunity (RAO).
• Responsible for tracking contacts (in-person and electronic) with each community in the Northwest RAO, and any community or economic development projects that result.

• Knowledge of economic development concepts and the state's economic development programs and functions.
• Skills in both written and verbal communication and public speaking.
• Skills in computer programs including MS Word, Excel and PowerPoint as well as online survey tools and web meeting software such as GoToMeeting, Zoom and Microsoft Teams.
• Ability to conduct research and analysis and produce reports based on findings.
• Ability to establish effective working relationships and negotiate effectively.
• Ability to apply critical thinking for planning and economic development issues.
• Ability to independently exercise sound judgment performing duties.
• Ability to handle multiple projects and manage time efficiently.
• Ability to provide technical assistance to local governments.
• Ability to provide effective presentations to elected officials and staff.
• Ability to manage state grants.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.

Minimum:

• Duties and responsibilities of this position must be performed at the official work site of the Department.
• Regular business hours of operation are 8:00 AM to 5:00 PM EST, Monday - Friday.

Pay: $34,760.04 Annually

Operations Analyst I is a highly responsible position within the Bureau of Small Cities and Rural Communities, Office of Rural Initiatives (ORI).

This Operations Analyst position assists with program activities, including daily tasks associated with the Rural Area of Opportunity Material Sales Tax Refund Program, and the Rural Infrastructure Fund Program, in coordinating with internal and external partners, providing technical assistance, preparing reports and analysis, tracking contacts, and working closely with the Rural Areas Of Opportunity (RAO) liaisons and the Office of Rural Initiatives (ORI) Director to achieve goals and complete projects.
