Operations Officer

Our client in the insurance sector is looking to hire an Omani candidate for the Operations Officer role. The person acts as the central operational control and governance authority for all Scheme-related activities, ensuring seamless integration across underwriting, claims, technical accounts, data management, and financial settlement.


The role is accountable for end-to-end Scheme execution, ensuring operations are accurate, compliant, controlled, and scalable, while safeguarding Oman Re’s financial and operational integrity.


Key objectives include:


  1. Ensuring alignment between insurers, Oman Re, and system platforms
  2. Enforcing compliance with underwriting terms, Delegation of Authority Limits (DAL), and operational procedures
  3. Maintaining data accuracy, financial integrity, and reporting reliability
  4. Strengthening claims governance and validation controls
  5. Driving continuous improvement, automation, and operational efficiency


Key Accountabilities & Responsibilities

End-to-End Scheme Process Ownership

  • Own full Scheme lifecycle (policy, data, bordereaux, claims, SOA, settlement)
  • Act as the single point of operational accountability for Scheme execution
  • Ensure adherence to operational procedures
  • Identify and formally document process gaps with remediation plans
  • Standardize processes across insurers


Underwriting Governance

  • Ensure compliance with underwriting terms and eligibility
  • Validate underwriting data accuracy, completeness, and consistency
  • Coordinate with insurers’ underwriting teams to resolve discrepancies
  • Identify and escalate underwriting leakage, misreporting, or non-compliance


Claims Governance & Oversight

  • Govern and validate the full claims lifecycle Ensure DAL compliance
  • Validate claims bordereaux
  • Monitor claims trends, accumulation risks, and exposure developments
  • Escalate major claims, exceptions, and breaches in line with governance protocols


Data Governance & Reporting

  • Establish and enforce data standards across all Scheme participants
  • Ensure accuracy, completeness, and consistency of all submitted data
  • Perform reconciliations across:
  • Bordereaux submissions
  • Claims data
  • Financial records
  • Lead development of automated dashboards and reporting frameworks
  • Ensure timely, accurate, and reliable MIS reporting for Management and Regulators


Technical Accounts Oversight

  • Oversee the full Statement of Account (SOA) lifecycle
  • Ensure accurate booking of premiums, claims, commissions, and adjustments
  • Validate financial integrity prior to settlement approval
  • Coordinate with Credit Control on collections and outstanding balances
  • Identify and resolve discrepancies impacting financial reporting and cash flow


Stakeholder Management and Coordination

  • Act as the primary operational interface between:
  • Insurers
  • Internal teams (Claims, TAD, Underwriting, Finance, IT)
  • Enforce bordereaux submission timelines and compliance standards
  • Lead operational meetings, workshops, and follow-ups
  • Drive alignment on processes, controls, and reporting expectations


Controls, Compliance & Audit

  • Design and implement operational controls across the Scheme
  • Ensure compliance with internal policies, DAL, and regulatory requirements
  • Maintain full audit trails and documentation for all processes
  • Manage exceptions, breaches, and corrective actions
  • Support Internal Audit, Risk, and Compliance reviews


Automation & Transformation

  • Drive automation initiatives across Scheme operations
  • Collaborate with IT to enhance system integration (OMS, DMS, Data Warehouse)
  • Implement real-time dashboards and monitoring tools
  • Reduce manual processes and improve turnaround times
  • Support digital transformation initiatives within Operational Services


Qualifications & Experience

  • Bachelor’s Degree in Insurance, Business, Finance, or related field
  • 8–12 years of experience in direct insurance operations
  • Proven experience in:
  • Underwriting and Claims (mandatory)
  • Reinsurance operations and Technical Accounts (preferred)
  • Strong exposure to bordereaux management, claims governance, and financial reconciliation
  • Experience with operational systems, data platforms, and reporting tools
  • Experience in regulatory reporting
  • Experience in Motor Insurance is an advantage
