Purpose:
The Organizational Development Senior Manager is responsible for designing, sizing, and continuously optimizing the company’s organizational structure. The role ensures alignment with strategic objectives, project phases, and financial controls by implementing best-practice organizational models, job architecture, workforce sizing, and operating models.
Key Responsibilities:

Design and maintain enterprise-wide organizational structures aligned with business strategy, project lifecycle, and PIF governance models.

Design and develop division, department, function, and sub-function structures for the company to ensure clarity of roles, effective governance, scalability, and alignment with strategic objectives, operational requirements, and growth plans.

Lead organizational restructuring and resizing initiatives during project growth, or cost optimization phases.

Lead job sizing, job grading, and job evaluation exercises using recognized methodologies (Hay, Mercer, Korn Ferry, or internal frameworks).

Develop job families, career paths, and competency matrices across technical, commercial, and corporate functions.

Ensure consistent job levels, titles, and grading structures across all divisions to promote equity, transparency, internal mobility, and governance alignment throughout the company.

Conduct manpower modeling and productivity benchmarking for each division and department.

Translate business plans and project schedules into manpower plans and organizational roadmaps.

Support leadership in workforce resizing, redeployment, and role consolidation initiatives.

Lead change impact assessments related to restructuring and organizational transformation.

Ensure optimal headcount allocation across project phases (development, construction, operations, handover).
Qualifications & Experience:

Bachelor’s degree in Business Administration, HR, Industrial Engineering, or related field.

Master’s degree in Organizational Development, Strategy, or MBA (preferred).

9–12+ years of experience in Organizational Development, Strategy, or HR Transformation.

Minimum 5 years in Real Estate, Infrastructure, Construction, or PIF/Government-backed mega projects.
