    Salary
    • Support Salary Scale Grade S11: $28.40 per hour; starting

    Under the Fair Labor and Standards Act this position is exempt from overtime. Actual salary placement will be in accordance with the salary procedures of the Frederick County Public School System. Please see linked salary scale for the full range.

    Role

    The Judy Center Early Learning Hub Outreach Coordinator reports to the Coordinator for Early Childhood Education and Judy Centers. This position is responsible for, but not limited to, the following: (1) planning and conducting outreach activities in the community that identify and engage families preparing for birth or with children through age five within the assigned catchment area; (2) developing and implementing early childhood and adult education programs and services for children and families served by the Judy Center Early Learning Hub to encourage preparedness for school and address the 12 Component Standards dictated by the Maryland State Department of Education; and (3) providing family-centered case management services to families within the assigned catchment area.

    This position is grant funded and contingent upon grant renewal.

    Essential Functions

    Reporting directly to the Coordinator for Early Childhood Education and Judy Centers, the Outreach Coordinator performs, at a minimum, the following duties:

    Planning and Conducting Outreach Activities:
    • Plans and manages a variety of outreach activities, including preparing detailed plans, coordinating site logistics, identifying and analyzing needs of the community, developing agendas and other activity materials and marketing strategies, and completing follow-up communication with eligible families and other action steps.
    • Maintains a visible presence in the assigned school building, especially during peak hours, including but not limited to car rider pickup and drop off, walker dismissal, and school-based parent programs or meetings, in order to identify families who may be eligible for services from the Judy Center Early Learning Hub.
    • Assists the Program Administrator in developing strategies for increasing program visibility and expansion.
    • Collaborates with the Program Administrator to maintain ongoing and clear communication, as well as effective advertisement, on Judy Center Early Learning Hub social media accounts.
    • Develops and coordinates the distribution of marketing materials, including but not limited to fliers, brochures, and pamphlets, to public locations surrounding the assigned Judy Center Early Learning Hub site.
    • Attends Title I and school-based after-school events and programming to identify eligible families and maintain positive relationships with school-based staff.
    • Develop and implement a comprehensive outreach plan to identify and engage families including but not limited to, families experiencing homelessness, families preparing for birth or with children through age five in the assigned catchment area, families from diverse racial backgrounds and/or with multilingual children, families with children with disabilities, and families with a low socioeconomic status.
    • Builds and maintains positive relationships with the community, utilizing trauma-informed and culturally-responsive approaches, to foster successful home-school partnerships and assist with the transition from Judy Center Early Learning Hub programming to the formal education setting.

    Developing and Implementing Education Services:
    • Remains current on social, emotional, and behavioral issues affecting early childhood development and provides consultation and professional learning to parents, community groups, and FCPS staff relevant to their needs.
    • Works collaboratively and independently to review, assess, and refine practices relating to the educational services and programming of the Frederick County Judy Center Early Learning Hubs.
    • Coordinates and facilitates the implementation of evidence-based, educational home visiting.
    • Plans and implements research/evidence-based, educational playgroups for eligible families with children birth through age four utilizing standards/curriculum approved by FCPS and the Maryland State Department of Education.
    • Prepares and/or coordinates the preparation and the distribution of monthly Prekindergarten and playgroup learning at home packets.
    • Manages the distribution of parenting resources, including books, magazines, and videos, to families participating in Judy Center Early Learning Hub programming.
    • Facilitates or assists in the coordination and facilitation of parent education opportunities.
    • Serves as a resource to childcare centers and family-based childcare providers on parent education.

    Providing Family-Centered Case Management Services:
    • Provides integrated case management and service coordination services for Judy Center Early Learning Hub and Prekindergarten families by reviewing, assessing, and refining services provided to each family.
    • Assesses child and family dynamics related to school success and facilitates linkages with needed resources using a wraparound model of support.
    • Works collaboratively with parents, community agencies, and school staff to coordinate resources that foster success for young children and their caregivers, including behavioral health services and basic needs resources.
    • Understand cognitive and emotional development of children age birth through five, using culturally responsive practices, and the importance of improving children’s environments, experiences, and relationships in the context of their families, homes, and communities.
    • Communicates with families to establish and promote a positive home-school partnership.
    • Participates in meetings between partner agencies, schools, and parents, such as IEP/504 meetings, IFSP meetings, conferences, etc. when appropriate.
    • Meets with parents/caregivers at agreed-upon locations, including the home, workplace, and community as necessary.
    • Advocates for children and families within the school community and with outside agencies.
    • Possesses knowledge of the impact of adversity on student learning and behavior and provides appropriate resources to assist in the prevention of barriers to educational services with a trauma-informed approach.
    • Participates in student services team meetings when appropriate.
    • Identifies and collects resources and services to meet student and family needs.
    • Convenes and facilitates monthly service coordination meeting with community partners and health services agencies to ensure duplication is prevented while providing services to families.
    • Collaborates with the Program Administrator to provide input about acquisition and distribution of materials and resources.
    • Maintains accurate and organized confidential records and files, including but not limited to intake forms, case management folders, and attendance records.

    Other Functions:
    • Works non-regular hours as required by program objectives, including evening and weekend events.
    • Maintains regular and predictable attendance.
    • Attends meetings, conferences, and/or trainings, as required by supervisor and as dictated by the grant-funded program, including but not limited to, an annual conference which may require multiple days and overnights.
    • Maintains a student data-centric system for collection of information to track family program participation.
    • Assists in the facilitation of bi-annual vision, hearing, and dental screenings and provides appropriate referrals and follow-up as necessary.
    • Remains current on improvements to the Ages & Stages Questionnaire and facilitates screening with families as necessary.
    • Performs other duties which are consistent with the scope and nature of the position and assigned by the Coordinator of Early Childhood Education and Judy Center Early Learning Hubs.

    Required Qualifications

    Education, Training, and Experience
    • Bachelor’s degree from an accredited four-year college or university in Education, Psychology, Social Work or related field or working towards the completion of a degree, obtained within the first three years of employment. (A combination of related work experience and education may be substituted for the Bachelor’s degree on a year for year basis.)

    Preferred Qualifications

    Education, Training, and Experience
    • Experience working in a field relating to education, social work, psychology, or early childhood.
    • Experience in planning and implementing parent education programs.
    • Experience in coordinating activities with a variety of agencies.

    Knowledge, Skills, and Abilities
    • Bilingual (Spanish).
    • Familiarity with the FCPS policies, goals, and programs.
