The purpose of this position is to perform complex clerical, administrative, and paralegal assistance duties for the Corporation Counsel Office. The work is performed under the direction of the Corporation Counsel.

Essential Functions

To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required or assigned.

Maintains a general working knowledge of civil commitment, adult/juvenile guardianship, TPR, zoning, tax foreclosure, and other types of civil cases. Prepares and distributes appropriate pleadings, court documents, correspondence, and other legal documents to various system partners including attorneys, courts, Register in Probate, human/social service agencies, care providers and other participants in civil commitment and adult/juvenile guardianship matters. Contacts various individuals and agencies such as witnesses, law enforcement officers, human/social service agencies, healthcare facilities, attorneys, and others via telephone, email, or in person, to obtain information needed to process civil cases and notify participants of court actions/appearances. Contacts witnesses and others regarding needed testimony. Arranges service(s) through the Sheriff’s Office as needed such as transportation. Maintains case activity logs for annual legal matters and assists with the yearly review and related maintenance.

Prepares or assists in the preparation of correspondence, legal documents (e.g., court documents, notices, motions, etc.), and a wide variety of written materials from written and oral instructions in Corporation Counsel matters.

Prepares, coordinates, and assists with the filing of documents with the Clerk of Court or Register in Probate for all other Corporation Counsel matters excepting child support related matters.

Calendars court hearings and schedules meetings and other activities for the Corporation Counsel.

Performs and supervises overall office functions and clerical support staff activities to include prioritizing the workload as applicable, including file management. Orders office supplies. Monitors and reconciles department budget accounts. Prepares vouchers for payment and maintains expenditure records. Makes recommendations to improve the efficiency of daily departmental operations.

Answers, screens, and routes telephone calls. Takes and relays messages. Provides information to callers or refers to appropriate person or agency. Receives, sorts and distributes incoming mail. Delivers written materials to other departments. Processes outgoing mail. Reviews incoming mail for action.

Maintains knowledge of job-related matters through seminars, meetings, and self-education.

Maintains confidentiality.

Knowledge, Skills, and Abilities

Ability to perform data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships.

Ability to communicate and to convey to others, such as coworkers or the public, policies and procedures related to specific situations.

Ability to utilize a variety of advisory data and information such corporation counsel forms, invoices, billing statements, vouchers, expenditure reports, purchase orders, budgets, inventories, lab reports, court documents, orders, notices, activity logs, case files, computer software operating manuals, statutes, procedures, guidelines and non-routine correspondence.

Ability to communicate orally and in writing with a variety of professionals and officials across the County and State, including county employees, County Board Supervisors, attorneys, law enforcement personnel, doctors, judges, and others.

Ability to use and communicate through technology in a variety of formats and programs (i.e., Microsoft Word, Excel, Adobe, e-filing systems, etc.) in a proficient and efficient manner.

Ability to add and subtract, multiply and divide, and calculate percentages, fractions, and decimals.

Ability to exercise independent judgment to adapt or modify methods and standards to meet variations in assigned objectives, needs, and resources.

Ability to exercise judgment, decisiveness and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.

Training, Experience and Other Requirements

High school diploma or equivalent, associate’s degree in paralegal studies and with at least four years related experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities.
Preferred Qualifications: Experience using Microsoft Word, Excel, Outlook, Adobe Acrobat DC, and the Wisconsin Circuit Court e-filing system.

Job Type: Full-time

Pay: $25.86 - $29.55 per hour
