JOB SUMMARY

Under the direction of the City Council, the Municipal Court Judge presides over proceedings in the City of Victoria Municipal Court. The Judge ensures fair and impartial hearings, interprets and applies the law, and issues rulings in accordance with applicable statutes, ordinances, and legal precedent. The Judge provides leadership for the Court and ensures proceedings are conducted with integrity and efficiency while upholding the rights of all parties

PRINCIPAL DUTIES AND RESPONSIBILITIES

Employees are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours. Essential duties and responsibilities may include, but are not limited to, the following:

  • Preside over jury and non-jury trials; instruct juries on applicable laws, procedures, and sentencing.
  • Preside over dockets including arraignments, plea hearings, juvenile cases, environmental/code cases, and other proceedings as assigned.
  • Review, authorize, and sign summonses, subpoenas, warrants, judgments, dismissals, and other required legal documents.
  • Interpret and apply Federal and State law, City ordinances, and applicable case law.
  • Review and decide requests for continuances, appeals, and other procedural matters.
  • Collaborate with the Presiding Judge and Court Administration to establish policies and standing orders.
  • Participate in community outreach programs to promote public understanding of the Municipal Court system.
  • Maintain professional relationships with prosecutors, defense attorneys, law enforcement, and other stakeholders.
  • Regularly attend court sessions and hearings as scheduled, ensuring timely and efficient case management.
  • Attend annual mandatory training.
  • Perform other related duties as assigned by City Council.

PHYSICAL AND ENVIRONMENTAL CONDITIONS

Work is performed in a standard office environment. Some field work may be required which includes exposure to various outdoor weather conditions. May be required to climb ladders, traverse uneven surfaces, and lift and move objects weighing up to 50 pounds.

REQUIRED QUALIFICATIONS

  • Juris Doctorate from an accredited law school.
  • Licensed attorney in good standing with the State Bar of Texas.
  • Minimum of two (2) years’ experience practicing law in Texas.
  • Resident of the City of Victoria, Texas for at least three (3) years.
  • Citizen of the United States of America.
  • Any other qualifications the City Council may determine necessary
  • Civil, criminal, constitutional, and administrative law.
  • Knowledge and experience working indigent populations
  • Texas Rules of Criminal Procedure, Traffic Law, Juvenile Law, Health and Safety Law, and the City of Victoria Municipal Code.
  • Legal terminology, warrant issuance practices, and methods of legal research.
  • Municipal Court systems, procedures, and records management.
  • Applying legal principles and procedures to complex cases.
  • Effective oral and written communication
  • Exercising impartial judgment and maintaining fairness.
  • Establishing and maintaining professional relationships with attorneys, staff, law enforcement, and the public
  • Managing courtroom proceedings efficiently.
