ENGINEER I – Utility Engineering Project Coordination
Hours: Up to 29 hours per week, working days are TBD



SUMMARY
Working under the direction of City Utilities Engineering Management , the incumbent is responsible for review, coordination, solution development, and conflict resolution between proposed projects and City Utilities infrastructure and policies and standards of City Utilities Engineering. The incumbent is expected to helps plan and coordinate the programs, policies, and standards of City Utilities Engineering. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City and Utility's safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, professionalism, and the following. Other duties may be assigned.

PLANNING/IMPLEMENTATION
  • Coordinate, review, and provide comments to all routings received by City Utilities Engineering (CUE), including site visits and coordination with teams within City Utilities Engineering;
  • Utilize interns and other team members to assist with reviews;
  • Review all comments and prepare final responses;
  • Prepare televising requests as needed. Be familiar with televising review process and problem codes;
  • Coordinate with other City / County Departments when questions arise, including providing planning and design recommendations and construction support;
  • Coordinate with INDOT and utility providers in the area for all proposed projects to resolve potential conflicts with or requirements for City Utilities infrastructure;
  • Attend field visits as needed;
  • Utilize Project Management Information Software (PMIS) to create projects, budgets, and schedules and keep information updated;
  • Ensure record documents are received and mapped in GIS;
  • Assist City Utilities project teams with utility coordination and follow up for possible relocations;
  • Provides technical support to other city and county departments about the water distribution and sewer and stormwater collection systems;
  • Utilize, develop, and maintain standard procedures used for review of projects.
  • Utilize critical thinking skills to identify vulnerabilities to existing utility infrastructure and present or implement solutions to reduce risk to the utility where possible.
  • Perform engineering analysis on existing utility infrastructure in potential conflict with other entity projects and propose alternative engineering solutions to respective CUE engineering teams
  • Perform design engineering and construction engineering for resolving conflicts to select projects as approved by CUE engineering team leadership
  • Obtain, organize and upload costs to document contributed capital costs for work performed by others.
  • Coordinate with Public Works shared projects, answer questions during constructions, verify inspection, quality control, verify all project documentation and Record Drawings are uploaded into PMIS and GIS, and all project closeout needs.

OPERATIONS
  • Prepares and monitors stormwater and sewer program O&M and Capital budgets and expenditures;
  • Manages, supervises, assigns, monitors progress, and ensures the quality of work performed by program staff;
  • Performs utility engineering program staffing functions related to the hiring, training, discipline, motivation, and performance evaluation of program personnel;
  • Utilizes the Project Management Information System (PMIS) for project schedules, budgets, monthly status reports, general document management, construction engineering reviews and approvals, project tracking, and other project management and administration activities;
  • Ability to utilize AutoCad, Civil 3D, and other tracking systems to complete project assignments;
  • Performs the work of subordinates as necessary to achieve program goals;
  • Assists construction engineering and management in coordinating with utilities and developing solutions to complications identified during construction.

INFORMATION/COMMUNICATION
  • Coordinates with other City Utilities and City staff to resolve project issues and concerns;
  • Represents City Utilities Engineering programs at Board Meetings, public hearings, City Council meetings, neighborhood meetings, professional association meetings, and other forums;
  • Responds to requests for information, analysis, and consultation on utility projects.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required..

EDUCATION and/or EXPERIENCE
· Bachelor's degree (B. S.) from an ABET-accredited engineering program in Civil Engineering or approved equivalent degree;
· Ten (10) years experience in a public agency/utility, consulting engineering or related field with emphasis on engineering of water, sewer collection system, and stormwater capital improvement projects, in addition to experience with transportation improvements;

OTHER KNOWLEDGE, SKILLS and/or ABILITIES
· Strong leadership and communication skills;
· Technical knowledge of asset management methodologies and technologies;
  • Functions effectively as a member of an interdisciplinary team;
  • Working knowledge and a strong comprehension of problem-solving and project management;
· Working knowledge of Recommended Standards for Wastewater Facilities (10 State Standards);
· Knowledge of ESRI GIS software packages;
· General understanding of the principles of sustainability;
· Perform job duties as directed and necessary to fully utilize and maintain certifications, licenses, training, etc. that have been obtained per job description requirements and/or City Utilities Engineering Skill Based Compensation Policy.

LANGUAGE SKILLS
Ability to read, analyze, and interpret scientific and technical information, financial reports, and legal documents. Ability to communicate effectively to manage staff and represent the sewer program at various meetings. Ability to maintain effective work relationships with developers, attorneys, engineers, contractors, and utility customers.

MATHEMATICAL SKILLS
Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations, and proofs of theorems.

REASONING ABILITY
Ability to define unprecedented problems, collect data, establish facts, and draw valid conclusions by extending accepted methods or developing new ones. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to develop program work plans designed to improve or expand current service levels.

CERTIFICATES, LICENSES, REGISTRATIONS
· Valid Indiana Driver's License;
· Indiana Professional Engineering License.
