Position Overview

This position is responsible for the daily operation and supervision of the Health Department’s Billing/Reimbursement Unit. This position plans, develops, coordinates, implements, and audits reimbursements activities for the agency. Position ensures that correct reimbursement is received for services provided in multiple program components. This includes billing and securing payments from many third-party sources including Medicaid, Medicare, and patients. This position has significant direct interactions with all Cumberland County Health Department medical programs.

Duties for this position include, but are not limited to:


  • Supervise and manage the Billing Unit of the Management Support Division staffed by three Patient Relations Representative V positions. This position monitors performance, plans and directs work tasks, updates job descriptions, hires, counsels and disciplines staff.
  • Ensures the Health Department is in compliances with the agency’s reimbursement policies and auditing requirements regarding reimbursement functions.
  • Recommends changes in service codes and billing policies to supervisor.
  • Supervises the reimbursement posting process of the Health Department to ensure accuracy, timeliness and the client account reconciliation process to ensure 100% accuracy of client accounts.
  • Responsible for credentialing all medical providers with various payors.

Employee is subject to be called upon anytime to help the agency respond to a public health emergency which may include, but is not limited to, outbreak investigations, staffing mass dispensing or immunization clinics, providing disaster relief, or other incidents (man-made or natural and intentional or non-intentional) as they arise, or any public health response requested by the Health Director.

Minimum Qualifications

Minimum Qualifications:

Graduation from high school and five years of clerical experience in credit or collection work including two years experience with patient accounts; or an equivalent combination of education and experience.

Management Preference:
2 years Public Health billing experience.

Knowledge, Skills and Abilities

Knowledge, Skills and Abilities:

  • Proficient understanding of medical billing and coding, medical insurance, third party reimbursement and regulatory compliance and monitoring.
  • Must have a solid understanding of supervisory principles.
  • Must have knowledge and ability to assist in interpreting and analyzing accounting data and applying that analysis to the departmental needs and determine compliance with pertinent guidelines, rules, regulations, and laws.
  • Employees must assist in establishing and marinating effective working relationships with representatives of related agencies, departmental staff, and the general public.
  • Employee must have excellent customer service, problem solving and interpersonal skills.
  • Employee must have ability to learn quickly to disseminate and absorb new concepts and new information quickly within a patient account setting.

Must have or obtain and maintain a valid North Carolina driver's license with an acceptable driving record. Background check and negative drug test are required.
