Distinguishing Characteristics:

Under general supervision and administrative direction, the Payroll Administrator will perform a variety of tasks related to payroll processing, accounting, regulatory compliance, and other accounting functions in support of Tucson Airport Authority (TAA) for Tucson International Airport (TUS) and Ryan Airfield (RYN).


Essential Functions:


The following functions and all other functions not included in this job description are to be performed in the best interests and for the greater good of TAA.





  • Support and advocate for TAA’s Mission, Vision, Guiding Principles and act as a champion and role-model of TAA’s Cultural Fundamentals.

  • Administer Tucson Airport Authority’s payroll system.


  • Process payroll transactions for TAA in accordance with organizational policy, local, state and federal laws. Payroll processing includes understanding the payroll system (or the ability to learn it) including analyzing payroll reports and filings for accuracy, preparing and processing payroll disbursements including checks/direct deposit advices and payroll reports and recording all payroll activity into the general ledger system.

  • Understand and manage TAA’s employee and employer accounts with Arizona State Retirement System (ASRS), Public Safety Personnel Retirement System (PSPRS), and 457(b) supplemental retirement deductions. Be knowledgeable of the systems and be able to explain benefit options to employees.

  • Perform bi-weekly payroll process including analyzing timecard report for completeness and accuracy and coordinate the verification and approval process with People Operations.

  • Interpret and ensure organizational compliance with payroll related federal and state laws and regulations and income tax regulations.

  • Reconcile hours against payroll activity and prepare hours to balance report.

  • Maintain employee records and changes and verify required changes.

  • Audit and review integrity of payroll data.

  • Support accounting functions.

  • Assist with balancing payroll general ledger accounts for year-end to reconcile and process W2s and other federal and state filing requirements

  • Coordinate with People Operations to develop and deliver training for employees on payroll, pension, and supplemental retirement plans.

  • Upload direct advices to the bank site, and run positive pay for manual checks.

  • Maintain accounting and regulatory compliance, generate required reports, and ensure proper deposit/remittance of payroll taxes, pension obligations, employee withholdings and other third-party payments are prepared timely by Paycom and reviewed and approved by Senior Accountant and/or Accounting Manager prior to submission.

  • Maintain confidentiality of all employee and payroll information.

  • Prepare special payroll reports as required.

  • Assist supervisor with annual reconciliation (or as required) of workers compensation audit for review by insurance provider. Coordinate with TAA Insurance and Finance Coordinator as needed.

  • Prepare required tax, workers compensation and other regulatory reports as needed/required IRS, AZ State, Bureau of Labor Statistics, Arizona Municipal Risk and Retention Pool, and Department of Economic Safety. Provide support to finance team as needed.

  • Answer inquiries from employees and external authorities.

  • Perform other payroll, finance, and accounting duties as assigned to support the finance department.

  • Be responsive to airport emergencies and situations that may involve loss of human life or property; support public safety and operational response to emergencies; utilize Incident Management System (ICS)/National Incident Management System (NIMS) protocols and procedures; coordinate and/or participate in after-action emergency de-briefing with appropriate departments and stakeholders.

Position Requirements:

  • Bachelor’s degree with an emphasis in Business Administration or a related field.

  • Three years experience processing payroll for at least a mid-size company with 50+ employees.

  • TAA will consider any combination of experience and education that provides the necessary knowledge, skills, demonstrated knowledge of basic accounting practices and procedures.


Required Knowledge, Skills, and Abilities:


Knowledge of:




  • Payroll processes and tax regulations.




  • Administration of ASRS, PSPRS, and 457(b).


  • Record management and official record keeping.

  • Payroll software proficiency.

  • Microsoft Office (Outlook, Word, Excel, PowerPoint, Planner, One Note, Teams) and other office equipment.

  • Enterprise Resource Planning (ERP) and other business software systems.


Skill in:


  • MS Word, Excel, and PowerPoint to create documents, tables, reports, spreadsheets, and presentations.

  • Performing tasks with a high degree of accuracy, confidentiality, attention to detail, and mature judgement to function in compelling, fast-paced work environment with deadlines and multiple projects.

  • Ability to keep all payroll information confidential.


  • Organization, oral, and written communications.

  • Researching information and organizing data in meaningful form.

  • Attention to details.

  • Ability to work independently or with team.

  • Work primarily in a typical, temperature controlled administrative office setting in a semi-enclosed workspace.

Licenses; Certificates; Special Requirements:


  • Certified Payroll Professional (CPP) or must obtain certification within the first six months in the role.

  • Valid Arizona Driver’s license.

  • Must obtain and maintain access to the Security Identification Display Area (SIDA).

  • Must successfully complete the National Incident Management System (NIMS) 100, 200, 700, and 800 course requirements and certification within the first year of assuming the position.

  • As an employee, you are deemed to be essential personnel as part of TAA’s emergency response, and must respond to airport incidents, as requested/required.
