About the Role
The Payroll & ER Manager is responsible for overseeing the full payroll cycle, ensuring accuracy, compliance, and timely delivery, while also leading employee relations activities, investigations, and policy implementation. This role acts as a key advisor to management on labor law, disciplinary actions, and employee engagement.
Key Responsibilities
🔹 Payroll Management

Lead and manage the full payroll process for all employees with 100% accuracy and on-time delivery.

Review monthly payroll inputs (attendance, overtime, penalties, incentives, allowances, deductions).

Ensure compliance with labor laws, tax regulations, and social insurance requirements.

Reconcile payroll reports and prepare monthly analyses for Finance & HR management.

Manage employee benefits programs (medical insurance, social insurance, pension, allowances).

Maintain accurate payroll records, employee data, and confidential information.

Coordinate with Finance regarding salary transfers, audits, and annual budget planning.

Lead periodic payroll audits to identify discrepancies and implement corrective actions.
🔹 Employee Relations

Manage employee relations issues including grievances, misconduct, and disciplinary actions.

Provide guidance to managers on handling performance issues and policy violations.

Conduct employee investigations professionally and document outcomes.

Ensure all HR policies and procedures are applied consistently across departments.

Maintain strong knowledge of labor laws and advise management on compliance.

Support conflict resolution and promote positive employee engagement.

Collaborate with legal advisors when required.
🔹 HR Operations & Compliance

Update and maintain HR policies, handbooks, and procedures.

Support HR audits, compliance checks, and governmental inspections.
-
Ensure accurate employee records, contracts, and documentation are maintained.

Oversee onboarding/offboarding from an ER and payroll perspective.

Lead HR data reporting including turnover, absenteeism, payroll analytics, and ER cases.
Requirements

Bachelor’s degree in HR, Business Administration, or related field.

6–7+ years of experience
in payroll & employee relations, including at least 2 years in a supervisory role.

Strong understanding of
labor law, taxation, and social insurance
.

Hands-on experience with HRIS/Payroll systems.

Strong analytical and reporting skills.

Excellent communication, leadership, and problem-solving abilities.

High level of confidentiality and accuracy.
Preferred Qualifications

HR certifications (SHRM, CIPD, HRBP) are a plus.

Experience in multi-site or large workforce organizations.
-
Previous experience in HR digital transformation or payroll automation.
