Job Description: Planning and Billing Engineer (Civil) – With NABL CertificationPosition Overview

The Planning and Billing Engineer (Civil) with NABL Certification is responsible for preparing and monitoring project schedules, ensuring civil works are executed on time, and managing billing activities in compliance with contractual and statutory requirements. This role also ensures that all material testing, site laboratory activities, and calibrations conform to NABL standards and ISO/IEC guidelines, thereby maintaining the highest quality standards in civil construction projects.

Key Responsibilities1. Planning & Scheduling

- Develop detailed civil work schedules (excavation, concreting, reinforcement, finishing, etc.) with milestones and resource allocation.
- Monitor progress of site activities (earthwork, RCC, structural, finishing, roadwork, etc.) and update schedules accordingly.
- Prepare work breakdown structures (WBS) for civil activities to track timelines and productivity.
- Identify delays, bottlenecks, and propose recovery schedules.
- Ensure NABL-compliant testing (concrete cube tests, steel testing, soil compaction, bitumen tests, etc.) is integrated into project timelines.

2. Billing & Cost Control

- Prepare RA (Running Account) bills and final bills as per contract BOQ and site measurements.
- Verify subcontractor bills against work executed and certified measurements.
- Track civil project costs (materials, labour, equipment usage) and compare with budgeted costs.
- Ensure timely client billing and follow-up for approvals and payments.
- Maintain proper documentation of measurements, material reconciliation, and deviations.

3. Quality Assurance & NABL Compliance

- Ensure that all site material testing (cement, steel, aggregates, concrete, soil, bitumen, asphalt, etc.) is performed at NABL-accredited labs.
- Verify calibration of surveying instruments, batching plants, cube testing machines, and other equipment as per NABL standards.
- Review test reports, ensure compliance with IS Codes and project specifications.
- Stay updated with NABL and ISO/IEC standards relevant to civil engineering projects.

4. Documentation & Reporting

- Maintain DPRs (Daily Progress Reports), MPRs (Monthly Progress Reports), and billing records.
- Prepare dashboards on project progress, billing status, and NABL compliance.
- Ensure readiness of records for client inspections, audits, and NABL verification.

5. Stakeholder Coordination

- Coordinate between site execution teams, quality engineers, clients, contractors, and NABL-accredited laboratories.
- Address queries related to billing, testing, and quality compliance.
- Support the Project Manager in client meetings by providing updated progress and billing data.

6. Risk Management & Continuous Improvement

- Identify risks such as delays in testing, rejections in material quality, or billing disputes.
- Propose corrective measures to prevent project delays and cost overruns.
- Implement lessons learned for better planning, cost control, and testing compliance in future projects.

Required Qualifications

- Education: B.E./B.Tech in Civil Engineering.
- Certification: NABL Certification/Accreditation in Quality Management (mandatory).
- Experience: Minimum 3–5 years in planning, billing, and quality compliance within civil construction projects.

Skills & Competencies

- Strong knowledge of civil engineering construction methods (RCC, roadwork, structures, finishing, etc.).
- Proficiency in project management software (MS Project, Primavera) and AutoCAD.
- Hands-on experience in RA/Final Billing, BOQ analysis, and contract billing.
- In-depth knowledge of NABL standards for civil material testing and equipment calibration.
- Strong communication, documentation, and analytical skills.
- Ability to handle multiple projects simultaneously and work under deadlines.

Preferred Qualifications

- Experience in NABL-accredited projects (buildings, roads, bridges, or industrial projects).
- Knowledge of IS Codes and international standards related to testing and quality in civil engineering.
- Exposure to large-scale EPC/Infrastructure projects with NABL lab involvement.

Job Type: Full-time

Pay: ₹25,000.00 - ₹35,000.00 per month
