Role Description

We are seeking a qualified Planning Engineer to join our in-house development team. The selected candidate will be responsible for reviewing consultants’ and contractors’ baseline programs, verifying quantities and payment applications, and assisting in the preparation and assessment of provisional sum and prime cost items. The role requires a comprehensive understanding of project controls, contractual procedures, and cost evaluation for high-rise and mixed-use developments.

Key Responsibilities:

Baseline Program Review & Planning Control

• Review and evaluate consultants’ and contractors’ baseline construction programs for compliance with contractual milestones and realistic sequencing.
• Monitor program updates, identify variances, and raise alerts for delays or unrealistic recovery plans.
• Coordinate with project managers to ensure that planned timelines align with design, authority approvals, procurement, and site execution.

Quantity Verification & Payment Certification

• Review and verify quantities submitted in interim and final payment applications from consultants and contractors.
• Assess claimed works against actual site progress and approved drawings.
• Issue recommendations on certified payment values and identify any discrepancies or overclaims.

Provisional Sum & Prime Cost Item Management

• Prepare quantity take-offs and cost estimates for provisional sum works and PC items when instructed.
• Review contractor submissions for these items including quotations, supplier proposals, and actual measurements.
• Ensure alignment with project budgets and provide justification for cost approvals.

Contractual Compliance & Documentation

• Ensure that all cost-related reviews are aligned with the project’s contractual terms (FIDIC).
• Maintain proper documentation of all payment evaluations, variation reviews, and cost correspondence.
• Coordinate with legal or commercial teams when contractual clarifications are required.

Coordination & Technical Support

• Work closely with the internal design, construction, and finance departments to ensure cost and time control throughout the project lifecycle.
• Participate in progress meetings with consultants and contractors as required.
• Provide input on tender evaluations and cost benchmarking for new packages.

Required Qualifications & Skills:

• Bachelor’s Degree in Quantity Surveying, Civil or architectural Engineering, or Construction Management.
• Minimum 7 years of relevant experience in real estate development or consultancy.
• Strong experience in both cost control and planning functions.
• Proficient in Primavera P6, MS Project, and Excel. Knowledge of cost management. 
• Familiar with FIDIC-based contracts and project budgeting principles.
• Strong analytical skills and attention to detail.
• Fluent in English (spoken and written). Arabic is an advantage.
