Plant Manager, Homer

POSITION SUMMARY: The Plant Manager directs and oversees all operational and administrative activities of the plant ensuring a safe, clean, efficient and productive operation. Delivering exceptional customer service is of primary importance, and the Plant Manager takes all necessary steps to ensure that the high customer service standard is met and the plant remains profitable and operational to the standards of Petro 49, Inc. Company management. Performs other duties related to company functions as directed. Reports to the General Manager.

SUPERVISION: The Plant Manager supervises plant employees including Drivers, Plant Operators, Marina Manager and dockhands, and Office staff.

DUTIES & RESPONSIBILITIES

OPERATIONS

Oversees and directs all plant operations consistent with established company procedures including bulk fuel accountability, housekeeping, safety, plant operations, barge transfers, truck loading/unloading, fuel quality testing and filter maintenance. Reviews operations on a regular basis for compliance with company, regulatory and environmental procedures. Recommends to management refinements and improvements to procedures ensuring continuous improvement in processes and service to the customer.

ADMINISTRATION

Responsible for ensuring that office work product for the Plant is performed in accordance with company policies and accepted procedures. Includes performing daily banking, mail procedures. Is ultimately responsible for data processing, accounting, reporting and customer service.

Oversees and assists with dispatch of fuel deliveries.

MAINTENANCE

Plans, supervises and ensures completion of all routine and emergency maintenance schedules. Supervises and coordinates all major maintenance projects using company and/or contract labor forces as appropriate. Performs general maintenance to plant and equipment.

INSPECTIONS

Conducts daily, weekly, monthly and quarterly plant and station inspections, ensuring proper attention to safety, regulatory, environmental and maintenance items. Ensures conformance to cleanliness and corporate image standards.

MARKETING

Coordinates and liaises with Marketing Department in the performance of marketing mission. Maintains a presence in the community to promote a positive image of the Company.

INVENTORY

Responsible for package inventory control; including orders, receipts, sales, accountability, stock rotation, inventory maintenance and pricing. Reconciles and reports monthly bulk fuel inventory and package inventory. Communicates with Marketing and Supply and Distribution departments to anticipate product needs and marketing trends.

SUPERVISION

Supervises all plant personnel and marina manager and responds to all personnel problems, providing for a safe, clean, effective, efficient, non-threatening and productive working environment. Oversees personnel training and compliance with company personnel related policies and procedures.

CUSTOMER SERVICE

Solves or assist in solving problems related to customer or employee complaints. Assists customers at the marina, load rack, freight dock and barge facility. Conducts point of sale activities when required.

Backup fuel delivery as needed.

SAFETY

Responsible for all safety matters, including scheduling and conducting safety meetings and inspections and maintaining OSHA logs. Completes accident investigations, claims investigations and reports.

ENVIRONMENTAL

Responsible for and implements Plant Spill Contingency Plan, Spill Prevention, Control and Countermeasures Plan, Facility Security Plan. Maintains API 653 tank inspection program and completes repairs noted in the inspections.

KNOWLEDGE, SKILLS, AND ABILITIES

Must be willing to work extended hours when necessary and respond to call-outs or emergencies immediately.

Requires professional, courteous internal and external customer service skills; and always represent the company positively to the community.

Must possess effective verbal and written communication skills.

Must be able to supervise and direct the activities of others.

Must have the ability to communicate and ask for assistance when necessary.

Must have basic knowledge of personal computers, word processing and spreadsheet applications

Technical skills should include ability to problem solve analytically.

Must be able to multi-task and manage multiple projects simultaneously

Needs to possess ability to remain calm under pressure and represent Petro 49, Inc. and the Plant in a professional and courteous manner at all times.

QUALIFICATIONS

This position requires a minimum of 5 years previous bulk plant experience and a good working knowledge of the petroleum distribution or related industry. Must have a high school diploma or GED. CDL with Hazmat Endorsement may be required in some locations. Valid Alaska Driver’s License required in all cases. Must be able to work directly with petroleum products. Must hold, or have the ability to obtain within 6 months of hire, 40 hour HAZWOPER certificate. Must be, or have the ability to become certified as, Person-In-Charge qualified for barge transfer operations, within 6 months of hire. Must hold, or have the ability to obtain within 6 months of employment a TWIC (Transportation Worker Identifcation Card).

PHYSICAL REQUIREMENTS

LANGUAGE SKILLS

Ability to read, analyze, and interpret regulatory and compliance documents. Ability to respond to common inquiries or complaints from employees, customers, or service providers. Ability to write and effectively communicate using e-mail. Ability to communicate effectively with all employees, customers and vendors to facilitate problem resolutions.

PHYSICAL DEMANDSMust be able to lift a minimum of 50 lbs and 75 pounds occasionally, and push/pull a minimum of 350lbs. (with the assistance of a pallet jack). Operate hand truck with heavy inventory loaded, most typically package lube products such as a pallet of 4-8 5 gallon containers or one 55 gallon drum of lube oil product. Must be able to sit or stand for long periods of time and participate in moderately active physical duties. Must be able to operate company vehicles. Must be able to use computer, telephone and other general office equipment.

WORK ENVIRONMENT

The performance of this position requires exposure to industrial areas and marine location which requires the use of personal protective equipment such as appropriate foot wear, safety glasses with side shields and mandatory hearing protection. Industrial areas include hazardous chemicals, fumes, and petroleum by-products. For the most part, exposure is ambient room temperatures, lighting and traditional office equipment as found in a typical office environment.
