PURPOSE:

Supervises the law enforcement, operations, and security activities of the Lincoln
University Police Department. Protecting life and property within the University community.

ESSENTIAL JOB FUNCTIONS:

  • Enforces all applicable state and federal law, Lincoln University rules and regulations,
    and supervises criminal investigations operations.
  • Provide protection and safety to all members of the University community through
    comprehensive crime prevention, fire safety, and hazardous material safety.
  • Supervise all personnel within the Police Department as directed by the Chief.
  • Ensure the general safety and security of all University buildings and facilities through the use of patrolling and camera systems.
  • Maintains a viable traffic and parking control program to include issuing citations,
    maintaining tickets (hard copies), and in the reporting system, monitoring collections, and
    coordinating collection of delinquent payments.
  • Protect the university property and staff by maintaining a safe and secure environment.
  • Maintain a system of records and reports forwarded to the Cole County Prosecutor's
    Office.
  • Maintain crime statistics and Clery Act compliance as directed.
  • Prepare correspondence, reports, and letters for the Chief's approval.
  • Act as the liaison with local and state law enforcement agencies.
  • Maintain a training program for all officers to meet P.O.S.T. standards.
  • Budget and utilize grants and grant administration.
  • Plan, coordinate, and direct the implementation of department study projects and
    programs; may develop and submit a proposed annual budget to the Chief for approval.

ADDITIONAL DUTIES AND RESPONSIBILITIES:

  • Recommends policecampus security personnel actions, appointments, promotions,
    terminations, and disciplinary actions.
  • Responsible for publishing traffic regulations.
  • Facilitate officer participation in continuing education, certification, and tactical training.
  • Provide instruction, mentorship, or operational insight within academy programs.
  • Evaluate academy graduates for departmental readiness and recruitment potential.
  • Support research and development of best practices in campus policing.
  • Coordinate any other duties as assigned for Lincoln University Law Enforcement
    Academy.

Supervisory Responsibilities: One police lieutenant, two police sergeants, thirteen police
officersfive campus security officers.

Knowledge, Skills, Abilities, and Personal Characteristics:

  • The Knowledge of principles and techniques of supervising, department policies,
    procedures, rules, and regulations. (required)
  • Knowledge of Databases, software, and other technologies utilized by the department.
    (required)
  • Establish and maintain effective working relations with superiors, peers, and
    subordinates.
  • Excellent communication skills (required)
  • Knowledge of how to guide and counsel subordinates on problems that affect their job
    performance. (required)
  • Knowledge of planning, assigning, and directing the work of others. (required)
  • The ability to work with highly sensitive information confidentially and professionally.
    (required)

Certifications, Licenses, Registrations:

  • Minimum of a bachelor's degree in criminal justice administration (or a related field), or
    a graduate of a three-month or longer police management course.
  • Must be P.O.S.T certified, and MULES certification is a plus.
  • Must have a minimum of five years of law enforcement experience and five years of
    administrative experience with skills in program organization, personnel management,
    policy development, written and oral communications, and grant writing/grant
    administration.

PHYSICAL DEMANDS:

  • Physically able to conduct foot patrols on uneven surfaces, slick or wet surfaces, stairs,
    rough terrain, and in all weather conditions. (required)
