SUMMARY
The Police Property Control Technician position is primarily responsible for the receiving, releasing and storing of impounded property for the Charlotte-Mecklenburg Police Department Property and Evidence Management Division.
Major Duties and Responsibilities:
  • Maintain accurate records of all property and evidence to ensure proper chain of custody and documentation in compliance with departmental policies and legal standards.
  • Receive, package, label, and store evidence and property items, maintaining secure storage and organization for quick retrieval and accountability.
  • Submit evidence to supervisors, crime laboratories, or court officials as required for investigations and legal proceedings.
  • Testify in court regarding the handling, documentation, and custody of evidence when necessary.
  • Release evidence and property to authorized individuals, including property owners, law enforcement personnel, auction representatives, or the Department of Revenue, in accordance with established procedures.
  • Dispose of evidence and property in compliance with departmental policy, legal requirements, and retention schedules.
  • Issue, log, and release departmental property and equipment—such as firearms, uniforms, and other items—to authorized personnel.
  • Scan, enter, and track property and evidence information using computerized databases and electronic inventory systems.
  • Maintain communication with courts, detectives, and prosecutors regarding the status, release, or disposition of property and evidence.
  • Process ATF trace forms and conduct background verifications related to firearm evidence.
  • Assist in audits and inspections of evidence and property rooms to ensure accountability and compliance with accreditation and policy standards.
  • Perform other related duties and responsibilities as assigned to support the integrity and efficiency of the Property and Evidence Unit.
Minimum Qualifications:
  • High School Graduate
  • Maintain valid NC or SC driver’s license with three (3) years of consecutive, verifiable, driving history
Knowledge, Skills, and Abilities:
  • Ability to communicate effectively, verbally and in writing
  • Ability to establish effective working relationships with other employees and members of the public
  • Ability to analyze administrative problems and to make sound recommendations as to their solutions and to prepare working procedures
  • Knowledge of evidence chain of custody, evidence handling procedures and requirements, which may include a basic working knowledge of firearms and firearms safety.

Positions in this class typically require grasping, talking, hearing, seeing, and repetitive motions.
Physical Requirements:
  • Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking for extended periods of time
  • Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks
  • Ability to see, hear, and communicate information effectively
Sensory Requirements:
  • Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, tabulating data.
  • Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain.
  • Comprehend written information in work-related documents.
  • Ability to hear, understand, and distinguish speech.
Working Conditions:
  • Work is performed in an indoor office environment with moderate exposure to atmospheric conditions, moderate exposure to environmental conditions, and frequent exposure to computer screens, files and phone.
Other Requirements:
Successfully complete and pass all pre-employment applicable evaluations. Failure to successfully pass all segments of the pre-employment evaluation process will result in disqualification from further consideration under this vacancy announcement.
CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
