Policies & Advocacy Advisor

Role Overview

We are looking for a highly experienced Policies & Advocacy Advisor to lead and influence policy development, public engagement, strategic partnerships, and advocacy initiatives that drive national-level impact. The role focuses on shaping regulatory and strategic frameworks, building cross-sector alliances, and championing initiatives that support institutional transformation and national priorities.

Key Responsibilities

• Develop and lead policy frameworks, white papers, and strategic recommendations that support national portfolios.
• Drive advocacy strategies that amplify organizational objectives across government, private sector, and NGO ecosystems.
• Lead stakeholder alignment and partnership development to influence policy adoption and sector impact.
• Assess national and institutional transformation programs and translate strategic mandates into actionable policy direction.
• Represent the organization in national committees, forums, and strategic dialogues.
• Utilize analytical insights and strategic foresight to support leadership decision-making.
• Build sustainable advocacy programs that attract and retain innovative talent and enable sector growth.

Core Requirements

• 10+ years of proven experience in policy advisory, advocacy, national transformation, or strategic public-impact roles.
• Expertise in corporate strategy, performance frameworks, PMO enablement, and strategic priority setting .
• Strong background in partnership, alliance building, and ecosystem enablement across governmental and non-governmental sectors .
• Demonstrated ability to assess mega projects, identify process gaps, dependencies, risks, and bottlenecks, and convert findings into policy recommendations.
• Exceptional skills in communication, persuasion, negotiation, and executive presentations.
• Ability to lead and influence without direct authority and navigate ambiguity with clarity and confidence.
• Track record of driving social and economic impact on national portfolios in Saudi Arabia.

Preferred Qualifications

• Master’s degree in Public Policy, Strategic Management, Educational Leadership, Economics, or related disciplines .
• Executive programs or certifications in Strategic Alliances, Partnerships, Leadership, or Policy Design are highly valued.
• Experience working at senior advisory or executive level within Saudi government or quasi-government entities is a strong advantage.

Technical & Professional Skills

• Strong analytical mindset with experience translating data and insights into policy direction.
• Familiarity with transformation methodologies, design thinking, and strategic excellence frameworks (e.g., quality or national excellence awards).
• Knowledge of innovation trends, talent ecosystem enablement, and digital transformation impact on national strategies.

Languages

• English: Fluent (written and spoken)
• Arabic: Professional proficiency preferred
