Brief Job Description:

The Program Policy team within the Medicaid and CHIP Services (MCS) Office of Policy is seeking a Project Manager (PM) III for the Deputy Director for Program Policy. The Deputy Director oversees a team within the Office of Policy focusing on the development and implementation of healthcare policy for Texas’s Medicaid and the Children’s Health Insurance Program (CHIP).

This position performs complex project manager work involving program and operational policy, and includes activities related to the implementation of the Centers for Medicare & Medicaid Services (CMS) Access and Managed Care regulations. This position will help Program Policy to plan projects efficiently and implement milestones and projects timely.

This position is responsible for coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties. May assign duties and responsibilities and coordinate the work of project staff.


This includes a range of responsibilities including:

  • Develops project timelines for assigned projects, monitors and reports on progress, and updates timelines as necessary.
  • Coordinates with internal and external stakeholders to create and update policies, procedures, contract requirements, administrative rules, business rules, and communications to external stakeholders and contractors.
  • Coordinates with the internal and external stakeholders to schedule standing meetings, respond to policy inquiries, draft reports, and manage shared mailboxes.
  • Assists in researching managed care organizations’ compliance with program policy contractual requirements.
  • Participates in and helps to facilitate meetings with stakeholders, including managed care organizations, provider associations, people receiving services, and subject matter experts.

This position works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Oversees and monitors tasks and projects across Program Policy to plan projects efficiently, implement milestones, and meet project deadlines. (40%)

Acts as liaison for Program Policy with internal and external stakeholders. This includes planning and managing efficient project meetings and leading and participating in workgroups. It also includes communicating and collaborating with staff across the agency and with external stakeholders. (20%)

Provides professional guidance to program staff and external agencies concerning programs and initiatives being managed by the Program Policy unit. This may include providing support to Program Policy staff, including assisting staff with developing project work plans. (15%)

Plans, oversees, and manages the development and ongoing operation of assigned special projects, including those related to federal and state directed initiatives. This work involves policy analysis and the development and implementation of Medicaid initiatives as well as Office of Policy process improvement initiatives. (15%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

  • Project management theories, practices, and tools applicable to projects that are complex in scope.State and federal Medicaid and CHIP laws and regulations
  • Government organization and administration
  • Principles of health and human services policy and planning
  • State of Texas legislative processes

  • Project management, policy analysis, and performing policy research

Ability to:

  • Develop, amend, and interpret program policies, rules, and contract requirements related to Medicaid and CHIP Services
  • Exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues
  • Demonstrate project facilitation skills and identify project risks
  • Prepare reports and charts, communicate effectively, and assign duties and responsibilities to coordinate the work of project staff
  • Provide project management and oversight for multiple programs, projects, and initiatives while meeting strict deadlines
  • Research, gather, assemble, correlate, and analyze facts to devise solutions based on the information available
  • Work with a team under pressure, negotiate among multiple parties, and resolve conflicts
  • Exercise judgment and work independently with minimum supervision
  • Work cooperatively as a team member in a fast-paced, deadline-oriented environment
  • Establish and maintain effective working relationships with various levels of personnel
  • Use Microsoft Office Suite applications such as Outlook, Teams, Word, PowerPoint and Excel
  • Communicate effectively orally and in writing, including the ability to adjust communications to fit the intended audience
  • Work with diverse groups of people, including stakeholders, that have a variety of opinions

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

Candidate must meet one of the following:

  • High school diploma and at least five years of full-time work experience in a health and human services field; or
  • Bachelor’s degree from an accredited four-year college or university and at least three year of full-time work experience in a health and human services field; or
  • Master’s degree from an accredited college or university in public health, public administration, public affairs, social work, or closely related field and at least one year of full-time work experience in a health and human services field.

Candidate must have project management experience.

Preferred candidates have experience in policy development and analyzing Medicaid or CHIP policy.
