Overview:
WiSC Enterprises is seeking a highly skilled Budget Analyst and Acquisition Project Manager to support full-spectrum financial planning, tracking, and reporting for mission-critical programs. This role includes technical and strategic oversight of budget execution, acquisition planning, and contract administration across complex portfolios.
Responsibilities:
- Lead financial management and strategic planning across program portfolios valued over $10M annually.

Develop, manage, and implement spend plans, resource allocations, and visual financial dashboards to track execution against goals.

Provide acquisition and programmatic support, including documentation of requirements, technical evaluations, and cost/schedule oversight.

Coordinate and facilitate periodic program reviews, stakeholder meetings, and budget reconciliation activities.

Create and track funding documents using enterprise financial systems and ensure timely distribution of funds to meet contract requirements.

Analyze budget reductions, identify essential requirements, and recommend re-scoping strategies to sustain mission-critical functions.

Serve as a technical advisor on budget forecasting and performance evaluation across monthly, quarterly, and annual cycles.

Support the preparation of procurement documents including Statements of Work, Acquisition Strategies, Work Breakdown Structures, and integrated program plans.

Facilitate communication and coordination among stakeholders, project teams, and leadership to support strategic objectives.
Required Qualifications:
- Master’s degree in Aerospace Technology, Engineering, Finance, or a related field.

15+ years of experience in acquisition support, program control, or budget management roles.

Proficient in developing financial plans, expenditure tracking tools, and funding documentation.

PMP certification and Acquisition Project Manager certifications (Level I & II) or equivalent experience.

Strong analytical, communication, and problem-solving skills.

TS/SCI with POLY is required to start
Desired Qualifications:
- Experience with enterprise financial systems (e.g., GEO-F or equivalent).

Familiarity with DoD or national security program budgeting practices.

Military or federal agency background with operational and instructional experience.
