Pricing Engineer

The Pricing Engineer is responsible for preparing accurate cost estimates, developing competitive tender pricing strategies, and analyzing project risks to support bid decisions for infrastructure and construction projects. This role bridges technical understanding with commercial acumen to ensure profitable, competitive, and realistic pricing submissions while maintaining compliance with client requirements and company standards.

Key Responsibilities

Tender Preparation & Pricing

Analyze tender documents, drawings, specifications, and bills of quantities (BOQs)

Prepare detailed quantity take-offs and material quantity calculations

Develop unit rates and build-up pricing for labor, materials, plant, and subcontractor works

Incorporate escalation factors, market fluctuations, and regional cost indices (e.g., Kuwait Central Tenders, UAE market rates)

Apply mark-ups for overheads, profit margins, risk contingencies, and financing costs

Cost Analysis & Benchmarking

Conduct market research on material prices, labor rates, and equipment costs in the GCC region

Benchmark pricing against historical project data and industry standards

Perform value engineering analysis to optimize cost without compromising quality/scope

Analyze competitor pricing strategies and market positioning

Risk Assessment & Commercial Review

Identify commercial risks in tender conditions (e.g., payment terms, penalties, variations)

Quantify risk exposure and recommend pricing adjustments or bid/no-bid recommendations

Review contract conditions (FIDIC, bespoke) for pricing implications

Prepare pricing assumptions and exclusions documentation

Collaboration & Submission

Coordinate with planning engineers to incorporate schedule impacts on costs (e.g., acceleration, extended preliminaries)

Liaise with procurement to obtain supplier/subcontractor quotations

Support technical teams in clarifying scope ambiguities affecting pricing

Prepare pricing narratives and commercial summaries for bid submission

Post-Tender Support

Participate in bid clarification meetings and client negotiations

Hand over pricing basis to project teams upon award for cost control baseline

Update cost databases with actuals from completed projects

Qualifications & Requirements

Education

Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management, or related field

Professional certification (MRICS, CIOB) is advantageous

Experience

Minimum 5–7 years in pricing/estimation for civil works, infrastructure, or building projects in GCC markets

Demonstrated experience with major tenders (>$10M) for government entities (e.g., Kuwait Ministry of Public Works, ADCC, RTA Dubai)

Familiarity with regional tendering portals and procedures (e.g., Kuwait Central Tenders Authority, Dubai Tenders)

Technical Skills

Advanced proficiency in Excel (formulas, pivot tables, macros) and estimation software (e.g., Candy, CostX, WinEst)

Ability to read and interpret engineering drawings and specifications

Knowledge of FIDIC contract suites and GCC standard tender documents

Understanding of local labor laws, material sourcing, and import regulations in Kuwait/UAE/GCC

Soft Skills

High attention to detail and numerical accuracy

Strong analytical and commercial judgment

Ability to work under tight tender deadlines

Fluent in English (Arabic is highly advantageous for GCC tenders)

Key Performance Indicators (KPIs)

Bid win rate on submitted tenders

Accuracy of estimates vs. final project costs (<10% variance target)

Timely submission of pricing packages ahead of tender deadlines

Contribution to gross margin achievement on awarded projects

Additional Information

Role may require occasional travel to project sites for cost verification

Must maintain confidentiality of pricing strategies and client information

Supports ISO 9001 compliance in tendering and estimation processes
