Position Summary

We’re seeking a strategic, results-driven Procurement & Proposal Manager to join our fast-growing private security organization. This role is at the heart of our national expansion—responsible for identifying new bid opportunities, leading RFP and government proposal submissions, and developing winning strategies that elevate our brand and market share.

The ideal candidate is a seasoned procurement professional with proven experience in government contracting, RFP/RFQ management, and proposal writing, ideally within security, defense, or facilities services. You’ll collaborate directly with executive leadership and creative teams to deliver impactful, compliant, and competitive proposals that open new revenue streams.

Key Responsibilities

• Lead the full RFP lifecycle—from opportunity scouting and registration on bid portals to drafting, reviewing, and submitting proposals.
• Partner with our creative, compliance, and executive teams to produce polished, persuasive, and compliant submissions.
• Develop and maintain proposal templates, pricing models, and SOW frameworks aligned with industry best practices.
• Manage timelines, deliverables, and submission schedules across multiple concurrent RFPs.
• Conduct market intelligence research to identify upcoming opportunities and competitive positioning.
• Oversee supplier and subcontractor relations, ensuring quality, compliance, and cost optimization.
• Collaborate cross-departmentally with Sales, Marketing, and Operations to refine service offerings and ensure pricing accuracy.
• Drive continuous improvement of the company’s procurement and proposal systems, content libraries, and bid performance metrics.
• Participate in post-bid reviews, analyzing win/loss data to strengthen future submissions.
• Present new ideas to streamline processes, enhance presentation quality, and expand procurement strategy.

Qualifications

• 3–5+ years of experience in procurement, government contracting, or proposal development.
• Security industry, defense contracting, or government RFP experience is highly preferred.
• Strong command of Google Workspace and Microsoft Office Suite.
• Highly skilled with AI usage such as ChatGPT.
• Exceptional written communication, editing, and presentation skills.
• Highly organized with the ability to manage multiple complex projects under tight deadlines.
• Deep understanding of RFP/RFQ processes, compliance, and evaluation criteria.
• Self-starter mindset with a passion for innovation and measurable results.
• Ability to work on-site or reliably commute to Canoga Park, CA.
