The Opportunity
WSDOT is currently seeking a Procurement and Supply Specialist (PSS) 3 to join the Southwest Region (SWR) Maintenance Organization Stores. SWR Stores provide services and equipment necessary for highway construction, maintenance and operations throughout the SWR. They oversee purchasing and inventory for the Southwest Region Stores under the supervision of the PSS4. This position oversees Minor Capitol, stockpiles, supports Washington Electronic Business Solutions (WEBS) procurement processes, and monitors region-wide inventory to ensure efficient, accountable use of state funds and compliance with state laws and agency requirements. This role is critical in ensuring timely delivery of goods and services to internal and external stakeholders. This position also acts on behalf of the PSS4 as needed.

What to Expect
Among the varied range of responsibilities held within this role, the PSS3 will:
  • Coordinate the purchasing activities for the Southwest Region, including procurement, placement, receipt, storage, inventory, issues, payment, asset management and the transfer of supplies and equipment.
  • Generate, publish, track, and award solicitations in the Washingtonian Electronic Business Solution (WEBS) maintaining fiscal and ethical responsibility.
  • Advise SWR staff on best practices for inventory management and fiscally responsible procurement; train SWR staff in WSDOT purchasing policies and Washington State regulation for public procurement and report to PSS4 and area superintendents.
  • Execute annual Minor CAP, Stockpile, and Stores inventory counts, processing all necessary accountability documents, including crime loss and surplus disposal reports.
  • Lead the Stores team to maintain the consumable inventory system utilizing the WSDOT Purchasing and Order System, Consumable Inventory System, Data Mart and financial documentation.
  • Converse with vendors and freight carriers to investigate and resolve discrepancies related to invoicing, delivery shortfalls, and vendor performance issues.
  • Lead the daily operations of the Purchasing Office staff, overseeing the entire supply chain cycle, including the receipt of supply requests, procurement of equipment, materials, and services, inventory stocking, annual inventory counts, and processing of all related payments.

Qualifications
To be considered for this opportunity, the following competencies are required:
  • Procurement Knowledge: A strong understanding of public procurement laws, regulations, and best practices, including state contracts and electronic procurement systems.
  • Inventory & Supply Management: Proven experience with inventory control, supply management practices, and large-scale stock control
  • Strategic Problem Resolution and Decision Making: Skilled in evaluating procurement and inventory challenges and making timely, effective decisions, including performing root cause analysis for long-term solutions.
  • Effective Customer Service and Communication: Proven ability to engage a diverse internal and external customer base with responsive and effective service. Addresses issues promptly via phone, email, and in-person, ensuring a positive experience for all stakeholders.
  • Systems and Technology Expertise: Advanced proficiency in utilizing procurement, inventory, and reporting systems to manage and track critical operational data. Harnesses the full capabilities of the Microsoft Office Suite, including Excel for complex data modeling and reporting and Outlook for advanced scheduling and communication management, to drive efficiency and support business objectives.

  • Material Handling and Logistics: Operates forklifts and other powered industrial equipment as a certified operator to handle, move, and organize materials efficiently.
