Duty Station- Olympia, Washington – Thurston County
Hybrid/Telework- Although this is a hybrid opportunity, the successful candidate must be available to report to the duty station located in Olympia, Washington as needed. The selected candidate may be able to telework/work remotely up to two (2) days per week during the probationary/trial service period, and additional days may be approved at the discretion of the supervisor once permanent status has been achieved.

Join WDFW as a Procurement and Supply Specialist!
In this role, you’ll plan, coordinate, and carry out the purchasing of services, supplies, materials, parts, and equipment that keep WDFW moving forward.
Beyond procurement, you’ll also play a key role in managing our inventory—ensuring accountability for agency equipment and overseeing the proper transfer or surplus of materials when it’s time for them to move on.

What to Expect-
Among the varied range of responsibilities held within this role, the Procurement and Supply Specialist will be responsible for:
Purchasing and Procurement:

Review and process program requests for commodities and services in compliance with Department of Enterprise Services (DES) policies and agency procedures, including:
-
Determining if WDFW has sufficient purchase authority.
-
Method of purchase.
-
Conducting procurements.
-
Coordinating purchases with DES.
Inventory Management:
-
Issue inventory tags for equipment as required by WDFW policy and enter information into the agency’s inventory system.
Surplus Management:
-
Coordinate the disposal of surplus materials and equipment through DES, in accordance with DES and agency procedures.
WORKING CONDITIONS:
Work Setting, including hazards:
Work is performed almost exclusively in an office environment. Exposure to hazards is limited to those commonly found in government office environments. Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time.
Schedule:
Standard business hours are Monday- Friday from 8:00 am to 5:00 pm but the incumbent may be expected to adjust the work schedule to meet business needs. A flexible work schedule can be considered at the incumbent's request, subject to supervisory approval.
Travel Requirements:
Some travel is required, and is typically local or regional, to meet with field staff, or attend or provide training.
Customer Interactions:
Regular interaction by phone, Teams, e-mail and in-person with agency staff, vendors, management, state and federal authorities, etc. Topics may be complex and some contact may be with people who are upset.
QUALIFICATIONS:
Required Qualifications:
Option 1: Two (2) years of experience as a Procurement and Supply Specialist 1.
Option 2: A bachelor’s degree involving business administration, public administration, procurement, logistics, supply management or closely allied field.
Option 3: An associate’s degree involving business administration, public administration, procurement, logistics, supply management or closely allied field AND two (2) years of experience of full-time purchasing experience.
Please Note: Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
Special Requirements/Conditions of Employment:
Successful completion of agency training and/or certification per supervisory direction, position need, and training availability.
Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:

One (1) year of full-time governmental purchasing experience as a purchasing professional.

Experience with negotiating, administering and terminating contracts, contract management, contract cost or price analysis, or contract compliance administration.
-
Knowledge of and skills in applying relevant policies, regulations, standard methods, and procedures related to purchasing and procurement development and administration in Washington State.
-
Ability to effectively communicate and work cooperatively with staff, other departments, vendors, governmental agencies, and the general public.
