Procurement Category Manager - External Resources & Corporate Professional Services

Lead the External Resources and Corporate Professional Services categories across the MEA region. This includes contingent workforce (IT & Engineering), SOW services, and HR/Finance/Legal/Advisory professional services. Partner with senior stakeholders, manage critical suppliers, and drive category strategies that support growth, efficiency, and compliance across diverse regional markets.
Category Strategy & Delivery
- Build and execute a 3‑year MEA category roadmap aligned with global direction
- Drive sourcing, value optimization, and risk mitigation
- Identify opportunities for standardization and innovation
Stakeholder Engagement
- Partner with senior business, HR, Finance, and Legal leaders
- Influence demand and ensure early procurement engagement
- Lead performance and risk reviews
Supplier & Contract Management
- Manage end‑to‑end sourcing (RFPs, negotiations, renewals)
- Develop and manage staffing, SOW, and professional services suppliers
- Oversee contract governance and continuous improvement
Governance & Compliance
- Ensure compliance with procurement policies and regulations
- Manage category risks, audits, and controls
Transformation & Improvement
- Support procurement transformation and digital tool adoption (VMS, sourcing platforms)
- Contribute to global and regional change initiatives
Candidate Profile
Education
- Bachelor’s degree required; MBA/certification preferred
Experience
- 8–12+ years in procurement/category management in large international organizations
- Strong experience in External Resources (contingent, SOW) and/or Corporate Professional Services
- Proven regional/multi‑country strategy execution
- Experience in multicultural, complex environments (ideally MEA)
Skills
- Strong strategic and execution capability
- Senior stakeholder management and influencing skills
- Commercial, financial, and analytical acumen
- Deep understanding of procurement governance and supplier management
- Change‑driven and improvement‑oriented
- Fluent Arabic & English (professional proficiency)
