Job Summary:


The procurement engineer is considered a practical and pivotal position in procurement management. They are responsible for managing technical and engineering procurement processes, including reviewing specifications, preparing purchase requests, analyzing technical and financial bids, and ensuring the provision of materials and equipment according to technical standards, budget, and project timelines. They work in coordination with technical departments (engineering, projects, and finance) to achieve operational efficiency and ensure the highest quality in supply.


Responsibilities are not limited to:


  • Analyzing project needs in coordination with the engineering and project departments.
  • Reviewing technical specifications and ensuring their clarity before tendering.
  • Preparing lists of required materials and equipment.
  • Preparing Requests for Quotations (RFQs / RFPs) and following up on the receipt of bids.
  • Monitor resource allocation and reallocate as necessary to meet changing project needs.
  • Evaluating and analyzing technical proposals in coordination with engineering and consulting teams.
  • Submitting technical and financial recommendations to management for final approval.
  • Negotiating with suppliers and contractors to ensure the best prices and supply terms.
  • Contributing to the drafting of contract clauses to ensure compliance with quality, timeline, and cost.
  • Monitoring suppliers' obligations under signed contracts and ensuring their accurate implementation.
  • Follow up on purchase orders (POs) from issuance until delivery at the site or warehouse.
  • Coordinate with the logistics department to ensure transportation and clearance on scheduled dates.
  • Address any delays or deviations in supply schedules in collaboration with the relevant departments.
  • Monitoring supplier performance according to quality standards and timeliness


Qualifications:


  • Bachelor's degree in Engineering.
  • PMP (Project Management Professional) certification preferred.
  • 3-7 years of relevant experience.
  • Previous experience with a contracting company and real estate development companies is preferred.
  • Proficient and advanced experience in Excel, Microsoft Office, and engineering software.
  • Experience in preparing and presenting planning and scheduling deliverables to various stakeholders.
  • Experience dealing with contractors, subcontractors, and consultants. Skills:
  • Proficiency in using ERP systems (such as SAP or Oracle).
  • Strong analytical skills in evaluating bids and technical specifications.
  • Ability to negotiate and build relationships with suppliers.
  • Proficiency in preparing technical and financial reports.
  • Proficiency in English, both written and spoken.
  • High ability to read, analyze, and communicate effectively in both Arabic and English.
  • Good negotiation, planning, and technical review skills.
  • Behavioral: Integrity, accuracy, analytical thinking, flexibility,

  • Technical: Analyzing technical specifications, evaluating suppliers, strategic procurement, and contract management.
