Description
Reporting to the Director of Procurement Services, the Procurement Manager is responsible for overseeing key aspects of the University’s procurement operations. This role involves evaluating departmental needs, negotiating contracts and purchase orders, reviewing terms and conditions, managing lease financing bids, and cultivating supplier relationships. The position plays a strategic role in ensuring procurement practices align with institutional standards, regulatory requirements, and operational goals.
Responsibilities include, but are not limited to:
- Provides strategic sourcing guidance to departments for hardware, software, and peripherals, ensuring alignment with University standards and program-specific needs.
- Ensures compliance with University procurement policies, particularly in areas related to technology, health and safety, and academic service delivery.
- Collaborates with IT Services, life sciences, and academic units to assess procurement needs and develop sourcing strategies.
- Procures goods, materials, supplies, and equipment for specialized commodity areas using established specifications.
- Assists in preparing bid documents based on draft specifications from University staff and other sources; organizes, tabulates, and coordinates bid acceptance.
- Benchmarks procurement and contracting practices against peer institutions and industry standards.
- Reviews, negotiates, and processes strategic sourcing agreements and requisitions within assigned commodity areas.
- Coordinates contract reviews and negotiates terms and conditions in collaboration with University stakeholders.
- Prepares and manages IT lease packages, including bid summaries, purchase agreements, and supporting documentation.
- Identifies and implements process improvements to streamline procurement operations, reduce costs, and enhance customer satisfaction.
- Ensures adherence to federal and state procurement regulations.
- Supports initiatives related to supplier diversity and sustainability.
- Performs other related duties as assigned.
