Job Title:

Procurement Manager – Railway / Metro Infrastructure

Purpose of the Role

To lead and manage all procurement activities for railway and metro projects, ensuring timely sourcing, cost efficiency, compliance with regulations, and alignment with project schedules.
The Procurement Manager is responsible for strategic sourcing, contract negotiation, supplier management, and coordination with project teams to meet the material, equipment, and service requirements of large-scale railway infrastructure projects.

Key Responsibilities

1. Strategic Procurement & Sourcing

  • Develop and implement the procurement strategy in line with project requirements and UAE regulations.
  • Conduct market analysis and identify suppliers, contractors, and vendors for civil works, track systems, signaling, E&M, rolling stock, and IT/telecom equipment.
  • Evaluate supplier proposals and quotations to ensure cost-effectiveness, quality, and timely delivery.
  • Lead tendering processes, RFQs, RFPs, and bid evaluations.

2. Contract Management & Negotiation

  • Prepare, review, and negotiate contracts, purchase orders, and service agreements with suppliers and subcontractors.
  • Ensure contracts comply with FIDIC, UAE commercial law, and project requirements.
  • Monitor supplier performance, compliance with contractual obligations, and adherence to project schedules.
  • Coordinate with legal and finance teams on contract risk and mitigation.

3. Supplier Relationship & Performance Management

  • Establish and maintain strong relationships with key suppliers, subcontractors, and vendors.
  • Monitor supplier KPIs, delivery performance, and quality of goods/services.
  • Implement supplier development and corrective action plans where necessary.

4. Procurement Planning & Coordination

  • Work closely with Project Managers, Engineering, and Project Controls to align procurement with project timelines.
  • Maintain a procurement schedule that supports project milestones and commissioning requirements.
  • Ensure accurate tracking of material orders, deliveries, inventory, and commissioning readiness.

5. Compliance & Reporting

  • Ensure procurement activities comply with UAE laws, RTA/Etihad Rail regulations, and corporate procurement policies.
  • Maintain accurate records of all procurement transactions, approvals, and contracts.
  • Prepare weekly/monthly procurement reports for project management and client review.
  • Support audits, vendor evaluations, and reporting requirements.

6. Team Leadership

  • Lead and mentor procurement officers, buyers, and support staff.
  • Promote continuous improvement in procurement processes, systems, and tools.
  • Coordinate cross-functional collaboration with finance, commercial, logistics, and project teams.

Qualifications & Experience

Bachelor’s Degree in Supply Chain Management, Procurement, Business Administration, Engineering, or related field. MBA preferred.

Experience

10–15 years of procurement experience in railway, metro, or large infrastructure projects, with at least 5 years in UAE/GCC region.

Certifications

CIPS, PMP, or equivalent procurement/supply chain certifications preferred.

Software

ERP systems (SAP, Oracle), MS Office, procurement management tools.

Language

Excellent English (verbal & written); Arabic an advantage.
