Procurement Manager

Position Overview

The Procurement Manager is responsible for leading and overseeing the organization’s corporate purchasing and property administration functions in compliance with federal regulations and internal policies. This role manages day-to-day procurement operations, government property oversight, receiving and stockroom activities, and supports multiple operating locations.

The Procurement Manager serves as a key point of contact for auditors, vendors, and internal stakeholders, ensuring that procurement systems, documentation, and practices meet CPSR and Government Property requirements.

Key Responsibilities

Team Leadership & Oversight

  • Supervise corporate purchasing staff and provide guidance to buyers supporting remote locations.
  • Oversee daily workflow, assign work, and ensure procurement activities are completed accurately and efficiently.
  • Hire, train, mentor, and evaluate staff performance.
  • Provide guidance on procurement policies, procedures, and compliance requirements.
  • Foster a culture of accountability, collaboration, and regulatory compliance.

Procurement Management

  • Maintain an approved Contractor Purchasing System Review (CPSR) status.
  • Oversee procurement of technical services, specialized equipment, materials, and commercial off-the-shelf items.
  • Develop, issue, and approve complex Requests for Proposal (RFPs).
  • Perform and document make/buy and lease-versus-purchase analyses.
  • Ensure appropriate competition for procurements and properly justify sole-source acquisitions when required.
  • Review and approve purchase orders to ensure compliance with FAR, internal policies, and contractual requirements.
  • Lead and manage government and external purchasing audits.
  • Monitor compliance with socio-economic requirements and small business participation goals.
  • Ensure procurement files are complete, accurate, and audit-ready.
  • Stay informed on supplier markets and identify new sourcing opportunities.

Government Property Administration

  • Maintain an approved Government Property Management System.
  • Oversee all government property audits and ensure corrective actions are implemented.
  • Establish and enforce procedures for receipt, tracking, maintenance, and disposition of company and government-owned property.
  • Maintain accurate property records, including accountability and asset movement.
  • Oversee physical inventory processes and ensure accurate reporting.
  • Serve as liaison with government property administrators and compliance officials.
  • Ensure property procedures remain aligned with FAR and contractual requirements.

Inventory & Stockroom Operations

  • Oversee shipping, receiving, and stockroom functions.
  • Maintain appropriate inventory levels and implement effective inventory control practices.
  • Ensure cost control measures are applied and automated chargeback systems are maintained.

Qualifications

  • Significant experience in federal procurement within a FAR-based environment.
  • Demonstrated experience supporting CPSR compliance.
  • Experience with government property administration and audit support.
  • Strong working knowledge of FAR and related federal regulations.
  • Proven leadership experience managing procurement staff.
  • Excellent communication, analytical, and organizational skills.
