Procurement Manager

Job Title: Procurement Manager – Fast-Track High-End Construction Projects


Role Overview

The Procurement Manager is responsible for the strategic planning, execution, and control of all procurement activities for high-end, fast-track construction projects, including luxury hotels (5-star), resorts, museums, and landmark developments.

The role requires exceptional ability to anticipate project needs, define procurement strategies aligned with aggressive timelines, and ensure uninterrupted supply chain performance in highly dynamic and time-critical environments. The Procurement Manager acts as a key commercial and operational partner to project leadership, ensuring procurement contributes directly to project success, cost control, and risk mitigation.


Key Responsibilities:

Procurement Strategy & Planning

Develop and implement a project-specific procurement strategy and detailed procurement plan aligned with the project master schedule, milestones, and critical path. Identify and secure long-lead items, critical packages, and high-risk supply elements at early stages. Establish procurement sequencing in line with design development, shop drawings, and construction phasing. Continuously update procurement plans to reflect project acceleration, design changes, or site constraints.

Fast-Track Execution & Delivery

Lead procurement activities in high-pressure, super fast-track environments with compressed timelines. Ensure on-time delivery of all materials, equipment, and subcontract packages without impacting project progress. Implement expediting strategies, parallel procurement approaches, and alternative sourcing solutions where required. Anticipate supply chain bottlenecks and proactively deploy mitigation plans.

Vendor & Subcontractor Management

Build, manage, and continuously develop a robust network of qualified local and international vendors and subcontractors. Conduct technical and commercial evaluations, prequalification, and performance assessments. Establish strategic partnerships with key suppliers to ensure priority allocation and fast-track delivery. Ensure vendors and subcontractors comply with project specifications, quality standards, and timelines.

Commercial & Contractual Management

Lead negotiation and finalization of subcontracts, purchase orders, and supply agreements. Define and enforce robust contractual terms and conditions, including delivery obligations, penalties, warranties, liabilities, and risk allocation. Ensure alignment with main contract requirements (back-to-back obligations). Manage variations, claims, and disputes with suppliers and subcontractors.

Cost Control & Value Engineering

Ensure procurement is executed within approved budgets while maximizing value engineering opportunities. Benchmark pricing against local and international market standards. Optimize cost without compromising quality, performance, or schedule. Provide accurate cost forecasts and procurement reporting to management.

Supply Chain & Logistics Management

Oversee the end-to-end supply chain, including sourcing, manufacturing, shipping, customs clearance, and site delivery. Manage international procurement logistics, including importation into KSA and compliance with regulatory requirements. Ensure efficient coordination with logistics providers under tight project timelines.

Coordination & Stakeholder Management

Work closely with Project Managers, Engineering, Construction, Planning, and Finance teams. Ensure procurement aligns with technical specifications, design intent, and construction sequencing. Act as a central interface between internal stakeholders and external vendors and subcontractors.

Risk Management

Identify procurement-related risks such as delays, price escalation, supply shortages, and contractual exposure. Develop and implement proactive mitigation strategies and contingency plans. Monitor supplier performance and enforce corrective actions where necessary.

Compliance & Governance

Ensure all procurement activities comply with company policies and procedures, main contract and subcontract requirements, and applicable laws and regulations in the Kingdom of Saudi Arabia. Maintain proper documentation, audit trails, and procurement records.


Qualifications & Experience:

Minimum 15 years of experience in procurement within construction companies. Proven track record in fast-track, high-end projects such as luxury hotels (5-star or ultra-luxury), museums, and complex landmark developments. Strong experience in international procurement and supply chain management. Demonstrated ability to perform under extreme schedule pressure and complex project environments.

Reporting Line:

Reports to: Supply Chain Director

Interfaces with: Project Management, Engineering, Construction, Planning, Finance, Commercial, and Executive Management.
