Job Summary:
The Procurement Manager is responsible for leading and managing all procurement activities within the VRS Contracting & Product Management department. This role ensures the timely, cost-effective, and compliant sourcing of goods and services that support the operational needs of VRS’ Shared Services and Visit Red Sea’s broader organizational objectives. The Procurement Manager plays a key role in vendor relationship management, contract negotiations, and process optimization in alignment with Red Sea Global’s long-term strategic goals.
Key Responsibilities:
1. Procurement Strategy & Planning

Develop and implement the annual procurement plan in alignment with organizational budgets and operational requirements.

Identify cost-saving opportunities and drive procurement efficiency across all categories.

Establish and maintain procurement policies, procedures, and governance frameworks.

Collaborate with internal stakeholders to forecast procurement needs and ensure timely delivery of goods and services.
2. Sourcing & Vendor Management

Lead the end-to-end sourcing process including RFQ, RFP, tender management, and supplier evaluation.

Develop and maintain a pre-qualified vendor database ensuring suppliers meet quality, compliance, and performance standards.

Build and manage strong supplier relationships to ensure service continuity and value for money.

Monitor supplier performance through KPIs and conduct regular reviews to address issues proactively.
3. Contracting & Negotiations

Lead negotiations with suppliers to secure competitive pricing, favorable terms, and service level agreements (SLAs).

Work closely with the Contracting section to ensure procurement activities are supported by valid, compliant contracts.

Ensure all procurement contracts are reviewed, approved, and executed in accordance with company policies.
4. Compliance & Risk Management

Ensure all procurement activities comply with applicable regulations, internal controls, and ethical standards.

Identify and mitigate procurement-related risks including supply chain disruptions, vendor dependency, and price volatility.

Maintain accurate procurement records and documentation for audit and reporting purposes.
5. Stakeholder Collaboration

Partner with Finance, Contracting, and other internal departments to align procurement activities with business needs.

Provide regular procurement reports, insights, and recommendations to the Head of VRS Contracting & Product Management.

Support cross-functional projects that require procurement expertise and strategic sourcing input.
6. Team Leadership

Lead, coach, and develop the procurement team to build capability and ensure high performance.

Set clear KPIs, conduct performance reviews, and create individual development plans for team members.

Foster a collaborative, accountable, and continuous-improvement culture within the procurement function.
Job Requirements:

Bachelor’s degree in Supply Chain Management, Business Administration, Finance, or a related field (required).

Master’s degree or MBA (preferred).

Professional certification: CIPS, CPSM, CSCP, or equivalent (highly preferred).

Minimum 8 years of procurement experience, with at least 3–5 years in a managerial role.

Proven track record in strategic sourcing, supplier negotiations, and contract management.

Experience in the tourism, hospitality, real estate, or government/semi-government sector is an advantage.

Familiarity with Saudi procurement regulations and Vision 2030 supply chain localization initiatives (preferred).
