Job Description
Develops and implements strategies for contract management, negotiations, contract administration and procurement of complex goods and services, including A&E and Construction. Provides procurement consultation to University customers to ensure their needs are met while maintaining compliance with State procurement laws and University policy. Conducts competitive negotiations and formal sealed bidding processes for construction contracts, architecuture and engineering (A&E) services and related goods and services. Supervises the professional and support staff as necessary to achieve University and Departmental goals.
Knowledge, skills and abilities
Demonstrated ability to manage programs and processes within the Procurement Services Department and the University with little or no direct supervision. Extensive knowledge of governmental construction, and A&E procurement policies, procedures and regulations. Extensive knowledge and skills in Competitive Negotiations for professional and non-professional services and Formal Sealed Bidding processes for construction, goods and services. Highly skilled in contract negotiation. Extensive knowledge of contract administration procedures. Demonstrated knowledge of contract price, cost, market, and value analysis. Knowledge and skill to apply policies and procedures by interpreting procurement regulations and translating the guidance into specific actions. Demonstrated knowledge of report writing techniques. Knowledge and skill sufficient to provide expert technical leadership, staff coordination, coaching, and consultation. Highly skilled in public speaking, presentations, and verbal communications. Exceptional customer service skills. Demonstrated facilitation and consultation skills. Extensive knowledge of e-procurement. Working knowledge of ERPs and procurement software. Recognized expert responsible for generating new procurement concepts to resolve problems and for formulating new procurement policies that have a broad or long-range impact on the procurement program. Several year’s experience in government purchasing, construction contracting, contract administration and negotiation. Ability to manage complex A&E and Construction procurements.
Special licenses, registration or certification
Certification by NIGP as CPPB, CPPO or Certification by ISM as CPM and/or Commonwealth of Virginia VCCO. Certification by the Virginia Association of State College and University Purchasing Professionals (VASCPP) as a Certified University Procurement Officer (CUPO), or the ability to achieve certification within one (1) year of employment.

Extensive procurement and e-commerce related training skills Extensive knowledge of e-procurement in a governmental procurement environment Extensive knowledge of the Virginia Public Procurement Act Experience with solicitation processing under the requirements established by the Commonwealth of Virginia Construction and Professional Services Manual, and DGS/DPS, Agency Purchasing and Surplus Property Manual. Certified as Virginia Contracting Officer for Construction services (VCCO). Extensive knowledge of Commonwealth BCOM regulationsWorking knowledge of the Public-Private Education Facilities and Infrastructure Act (PPEA) and related policies and procedures. Bachelor’s Degree from an accredited 4 year institution in Business or related field or equivalent combination of education and experience.
Conditions of Employment
Typical working schedule is Monday – Friday, 8:00 a.m. – 5:00 p.m.
Annual Salary/Hourly Rate
Salary is commensurate with education and experience and begins at $ - 75,433.00
