ABOUT THIS POSITION


The Public Works Department of the City of Phoenix is a pioneering and inventive leader in the industry. It consists of Administrative Services, Facilities Operations, Facilities Planning and Projects, Fleet Services, Floodplain, Solid Waste Customer Engagement, Solid Waste Disposal and Diversion, and Solid Waste Field Services.

The Public Works Department is seeking a hardworking, driven, and highly motivated individual for the Procurement Manager position who can work effectively in both group and independent environments to achieve desired results.

Responsibilities include:

  • Supervising professional-level staff.
  • Preparing specifications, bidding processes for commodities, and contracts.
  • Preparing, renewing, and monitoring service requirements, citywide commodities and services, and revenue contracts.
  • Managing all levels of procurement, including developing, reviewing, and approving contracts for professional services and general service requirements.
  • Managing various procurement and administrative duties related to maintenance, repairs, capital equipment, and contractual services.
    • Areas covered include Fleet, Facilities Management, Alarm and Security Services, and Solid Waste operations.

The incumbent is expected to exercise considerable independent judgment and ensure compliance with the Phoenix Procurement Code.

The Procurement Manager acts on behalf of the Deputy Director as needed to oversee procurement activities.

IDEAL CANDIDATE


The ideal candidate should possess a desire to work independently, manage responsibilities efficiently, provide superior customer service, and demonstrate integrity, a commitment to innovation, efficiency, and fiscal responsibility. This will require:

Knowledge of:

  • Contract Administration, Procure to Pay processes in an electronic procurement system, specifically SAP Supplier Relationship Management (SAP SRM).

Ability to:

  • Obtain Certified Public Procurement Officer certification.
  • Correctly interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures.
  • Break down complex information into comprehensive parts, ask questions, synthesize, and analyze.
  • Use data to improve processes and outcomes.

SALARY


Pay Range: $95,451.20 to $127,920.00 annually.

Hiring Range: $95,451.20 to $110,510.40 annually.

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only: Please understand that this is pay grade 066. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

  • Four years of experience, two of which involved supervising the procurement activities of a high volume governmental procurement section including experience in contract administration and contract writing.
  • AND Bachelor's degree in business or public administration, engineering, science or a related field, or certification as a Certified Public Purchasing Officer or Certified Purchasing Manager.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Certification by NIGP, ISM, NCMA, or other nationally recognized purchasing association.

Experience with:

  • Working with governmental contracts or assisting a contracts administrator with contract preparation.
  • Project and workload management to meet deadlines.
  • Supervising others in a professional environment.
  • Government (federal, state, or local) or private industry procurement that includes contract development, management, and administration.
  • Local, state, and federal laws and regulations relevant to purchasing, procurement, and principles of accounting.
  • Administration of the procurement process from creation of solicitations, facilitating selection/evaluation processes through contract award, and contract development.
  • Researching, forecasting, interpreting, and analyzing financial data, complex governmental budgetary data, and systems.
  • Loss prevention and risk identification within the supply chain.
  • Technical experience in OpenGov.
  • Engaging both internal and external stakeholders.
