Procurement Officer

Role Overview

The Procurement Officer will head the procurement function, ensuring effective sourcing, supplier negotiations, and supply chain optimization for all construction materials, equipment, and subcontractor services. This role requires strategic vision, leadership skills, and the ability to drive procurement operations that align with project schedules, budgets, and quality standards. The Procurement Officer will oversee procurement officers and support staff, ensuring efficient execution while maintaining strong vendor relationships and compliance with UAE regulations.

Key Responsibilities

Strategic Procurement Leadership

  • Develop and implement procurement strategies aligned with organizational

objectives and project requirements.

  • Establish company-wide procurement policies, procedures, and KPIs to ensure

efficiency, transparency, and accountability.

  • Anticipate market trends, risks, and opportunities to secure competitive advantages

in sourcing and contracting.

  • Guide procurement planning for multiple concurrent projects, ensuring cost effectiveness and timely delivery.

Supplier & Contract Management

  • Build and manage relationships with key suppliers, vendors, and subcontractors to

establish long-term partnerships.

  • Oversee tendering, bid evaluation, and contract award processes, ensuring fair

competition and value-for-money outcomes.

  • Negotiate high-value contracts, framework agreements, and service-level agreements with suppliers and subcontractors.
  • Monitor supplier performance, conducting regular reviews to ensure compliance with

quality, delivery, and cost standards.

Operational Procurement Oversight

  • Supervise the preparation and approval of purchase orders, contracts, and

procurement documentation.

  • Resolve escalated issues related to material shortages, quality discrepancies, or

delivery delays.

  • Ensure the accurate tracking of procurement activities, budgets, and schedules

across all projects.

  • Coordinate closely with construction, finance, and logistics teams to align

procurement with project execution needs.

Cost & Risk Management

  • Lead procurement budgeting and expenditure monitoring, ensuring adherence to

financial targets.

  • Implement cost-control measures and explore opportunities for value engineering.
  • Identify procurement-related risks (e.g., supplier dependency, price fluctuations,

delays) and develop mitigation strategies.

  • Present procurement status, budget performance, and risk assessments to senior

management.

Compliance & Quality Assurance

  • Ensure all procurement activities comply with UAE regulations, industry standards,

and company policies.

  • Oversee adherence to Dubai Municipality, DEWA, RTA, and other regulatory requirements.
  • Maintain comprehensive audit-ready records for all procurement activities.
  • Drive continuous improvement initiatives to optimize procurement processes and

systems.

Sourcing & Supplier Management

  • Source and prequalify suppliers of construction materials, equipment, and

subcontractor services.

  • Issue RFQs, analyze quotations, and negotiate pricing, terms, and delivery schedules.
  • Build and maintain long-term relationships with reliable vendors and subcontractors.
  • Monitor supplier performance against KPIs such as cost, quality, compliance, and

timeliness.

Purchasing & Order Management

  • Prepare and issue Purchase Orders (POs) in line with approved project specifications.
  • Track and manage orders to ensure timely delivery and proper documentation.
  • Resolve discrepancies in quality, quantity, or delivery through proactive supplier

engagement.

  • Maintain an accurate record of purchases, contracts, invoices, and shipping

documents.

Cost Control & Budget Management

  • Monitor procurement budgets and spending, ensuring purchases remain within

allocated limits.

  • Review pricing structures and recommend cost-saving measures.
  • Provide regular procurement status reports, highlighting risks, delays, or budget

variances to management.

Qualifications & Experience

• Education:

o Bachelor’s degree in Supply Chain Management, Business Administration,

Construction Management, or a related field.

o Master’s degree or professional certification (e.g., CIPS, PMP, RICS) is preferred.

• Experience:

o Minimum 10 years of procurement experience, with at least 4–5 years in his role within the construction or real estate development industry in the UAE.

o Demonstrated success in leading procurement for high-rise, large-scale, and

multi-project environments.

o Proven expertise in supplier negotiations, high-value contract management,

and strategic sourcing.

• Skills:

o Strong leadership and team management skills.

o Advanced negotiation and stakeholder management abilities.

o In-depth knowledge of procurement laws, contracts, and supply chain best

practices in the UAE.

o Proficiency with procurement and ERP systems (e.g., SAP, Oracle, Procore) and

Microsoft Office.

o Strong financial acumen with the ability to manage multimillion-dirham

procurement budgets.

o Excellent communication and presentation skills in English (Arabic is an

advantage).

Pay: AED5,000.00 - AED8,000.00 per month
