Procurement Officer / Senior Procurement Officer

Role Purpose

To manage end-to-end procurement activities ensuring timely sourcing, cost efficiency, compliance, and uninterrupted supply of materials and services required for projects and operations, while coordinating closely with logistics, finance, and project teams.

Key Roles & Responsibilities

1. Procurement & Sourcing

· Handle end-to-end procurement cycle: RFQ/RFP issuance, quotation comparison, negotiations, PO issuance, and order follow-up.

· Source materials, equipment, and services in line with technical specifications, budgets, and delivery timelines.

· Develop and maintain an approved vendor database (local & international).

· Negotiate pricing, payment terms, delivery schedules, warranties, and service support.

· Identify alternate suppliers to mitigate supply risk and shortages.

2. Vendor & Contract Management

· Evaluate supplier performance on price, quality, delivery, and compliance.

· Coordinate preparation and review of contracts, LPOs, framework agreements, and rate contracts.

· Resolve supplier disputes related to pricing, delivery delays, shortages, or quality issues.

· Maintain strong supplier relationships while ensuring company interests and compliance.

3. Logistics, Shipping & Customs Coordination

· Coordinate with freight forwarders, shipping lines, and customs brokers for imports and exports.

· Monitor shipment schedules, track deliveries, and ensure on-time clearance of materials.

· Ensure all shipping documents are accurate:

1. Invoice

2. Packing List

3. BL / AWB

4. Certificate of Origin

5. HS Codes & customs declarations

  • Liaise with internal teams to resolve customs or clearance delays.

4. Cost Control & Budget Management

· Support preparation of procurement budgets and cost estimates.

· Identify cost-saving opportunities through vendor negotiations, alternative sourcing, and bulk purchasing.

· Ensure purchases align with approved budgets and management approvals.

· Track price fluctuations (raw materials, freight, exchange rates) and advise management accordingly.

5. Coordination with Internal Stakeholders

· Work closely with project, engineering, logistics, finance, and site teams to understand material requirements and priorities.

· Ensure timely availability of materials to avoid project delays or downtime.

· Support finance team with invoice verification, GRNs, and payment follow-ups.

· Provide procurement status updates to management and project teams.

6. Compliance, Documentation & ERP

· Ensure procurement activities comply with company policies, audit requirements, and regulatory standards.

· Maintain accurate records of POs, contracts, shipment documents, and supplier correspondence.

· Update and manage procurement transactions in ERP / procurement systems.

· Support internal and external audits when required.

7. Market Intelligence & Risk Management

· Monitor market trends, supplier capacity, and global supply chain risks.

· Keep management informed about shortages, price volatility, lead-time changes, or logistics disruptions.

· Proactively plan procurement strategies to minimize business impact.

Key Skills & Competencies

· Strong negotiation and supplier management skills

· Hands-on experience in imports, logistics, and customs coordination

· Cost analysis and commercial awareness

· ERP / MS Excel proficiency

· Strong communication and stakeholder coordination

· Ability to work under pressure and meet tight deadlines

Preferred Experience & Qualifications

· 5–6 years of procurement experience (projects / trading / contracting environment)

· Local market and customs knowledge

· Bachelor’s degree in supply chain, Business, Engineering, or equivalent
