Description

The Procurement Support Specialist (Journeyman) contributes to pre-award contracting activities and processes to accelerate the path to contract award. This role includes supporting the creation, refinement, and quality assurance of Acquisition Requirement Package (ARP) documentation aligned with acquisition and contract strategies and program objectives. Operating within the Department of Defense (DoD) acquisition framework, the Procurement Support Specialist (Journeyman) applies knowledge of the acquisition lifecycle, program management, and contracting regulations to contribute to procurement efforts from requirements definition through product or solution delivery. This position requires coordination across program office and contracting stakeholders to streamline acquisition timelines, reduce risk, and enhance strategic readiness through clear, compliant, and timely documentation and planning.

Duties and Responsibilities (including but not limited to)

  • Contribute to market research, including Requests For Information (RFIs), Commercial Solutions Openings (CSOs), and industry engagement materials
  • Collaborate with acquisition and financial teams on contract strategies, approaches, and selection of contract type (e.g., Other Transaction Authority, Federal Acquisition Regulations (FAR)-based), including developing courses of action for leadership consideration and decision
  • Contribute to developing ARP documentation, including Market Research Reports, Performance Work Statements (PWS), Statements of Work (SOW), Quality Assurance Surveillance Plans (QASP), Acquisition Plans, Source Selection Plans (SSP) Requests For Proposal (RFP), and Service Contract Approval Requests; and ensure that they are completed in a compliant manner
  • Apply knowledge in contracting policies, principles and guidance, legal considerations and compliance, pricing, source selection planning, contract status tracking and reporting, and risk mitigation across contract execution and delivery
  • Coordinate with cross-functional acquisition, financial, and contracting teams to align and meet timelines, identify potential obstacles, and propose actionable mitigation strategies
  • Draft and review contract-related documentation, assess contractual language for clarity and compliance, and recommend acquisition and contract strategies that align with program objectives
  • Contribute to developing contract strategy recommendations, to include rationale / justification, impact analyses, alternatives, and trade-off analyses
  • Facilitate input gathering from program office representatives and stakeholders through structured collaboration mechanisms to develop and refine ARP products
  • Maintain document version control, change tracking, and configuration management for contracting artifacts and approval records
  • Apply pre-award and post-award contracting processes and procedures from requirements through delivery
  • Ensure appropriate funding and required waivers, certifications, approvals, and compliances have been included pre-solicitation, and obtained post-solicitation
  • Monitor contracting timelines and track key task milestones, deliverables, and documentation readiness to ensure auditability and alignment with internal controls
  • Support customer requirement intake and validation against established contract vehicles, ensuring completeness, traceability, and mission alignment
  • Deliver work products such as contract strategies, Market Research Reports, ARP documentation, contract status reports, analyses, briefings, and white papers

Required Qualifications

  • Bachelor’s degree in a relevant field (e.g., Acquisition and Contract Management, Business Administration, Public Administration) or an additional two (2) years of experience
  • 5+ years of experience in federal procurement or contracting, preferably in a DoD acquisition environment
  • Knowledge of the DoD acquisition lifecycle, Federal Acquisition Regulations (FAR)/Defense Federal Acquisition Regulation Supplement (DFARS), and pre-/post-award contracting practices and activities
  • Demonstrated ability to develop complete, compliant, and timely Acquisition Requirements Packages and associated documentation
  • Strong written and verbal communication skills, with experience drafting acquisition strategies and briefing materials for senior decision-makers
  • Ability to work independently in a high-paced environment while managing multiple acquisition priorities
    • Proficiency with MS Office Suite (Excel, Outlook, PowerPoint, Project, Word), SharePoint, and Teams
    • Must possess and maintain a Secret Security Clearance

Desired Qualifications

  • Experience working with Army-specific acquisition and procurement systems or contracting offices
  • Familiarity with Agile principles as applied in acquisition planning or iterative strategy development
  • Working knowledge of DoD contracting tools
  • Experience coordinating across organizations and multi-disciplinary project teams
  • History of drafting and reviewing documentation in support of large-scale procurement actions
  • Demonstrated ability to communicate complex acquisition issues to senior leaders and contracting officers clearly and effectively
