Job Description

Position Title: Program Manager
Location: Head Office (ISD) based with frequent travel to project sites (Punjab)
Reports to: Head of Programs/Executive Director

Scope and Objectives

The Project Manager will lead the planning, implementation, monitoring, and reporting of the CF WRAP project. The role requires ensuring quality execution of social mobilization activities and technical construction works (recharge wells, rainwater harvesting systems, and observation wells), while engaging with communities, local institutions, and government departments for sustainable impact.

Key Responsibilities

  • Lead overall planning, execution, monitoring, and reporting of the CF WRAP project.
  • Ensure timely and quality delivery of construction activities (recharge wells, rainwater harvesting systems, and observation wells).
  • Coordinate and supervise social mobilization activities (awareness sessions, consultations, and trainings).
  • Develop and track detailed work plans, budgets, and procurement schedules.
  • Oversee engineering works, ensuring compliance with technical standards and environmental safeguards.
  • Ensure quality control and safety protocols during construction.
  • Facilitate coordination between field engineers, contractors, and communities.
  • Guide social mobilizers to build community ownership and participation in water conservation.
  • Engage women, youth, and local leaders in water governance and conservation activities.
  • Support formation/strengthening of community water user groups for sustainability.
  • Act as focal person for liaison with donors, government, and local stakeholders.
  • Ensure linkages with authorities for permissions and sustainability of constructed systems.
  • Represent the project in donor reviews, meetings, and external forums.
  • Ensure accurate data collection on water recharge, community participation, and indicators.
  • Prepare and submit progress reports, variance analyses, and donor documentation.
  • Monitor risks/ challenges, and recommend adaptive strategies.
  • Supervise and mentor project staff including engineers, social mobilizers, and admin/finance staff.
  • Conduct regular staff reviews and ensure capacity building of the project team.
  • Foster a safe, inclusive, and collaborative team culture.

Qualifications & Experience

  • Master’s degree in Project Management, Social Sciences, Civil/Environmental Engineering or related field.
  • Minimum 10-12 years of project management experience, preferably in Nature based solutions, water resource management, community mobilization & development, or WASH related projects.
  • Experience in community infrastructure development and supervision.
  • Strong expertise in community mobilization and engagement with women, youth, and local leadership.
  • Experience in preparing and managing budgets, work plans, and donor reporting.
  • Demonstrated ability to liaise with government, donors, and multiple stakeholders.
  • Strong leadership, communication, and team management skills.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and project management tools.
  • Willingness to travel frequently to field sites.
